In addition to generating electronic maps that show the location of parcels and features, the GIS <br />has an attribute database which contains feature record information which can be used to <br />generate reports and analysis for facilities maintenance and management, planning, and <br />modeling, and for public notification. Again, to maximize the value of these tools, we require <br />u-to-date and accurate databases for internal uses, and for developing applications to make <br />information available to the public. The use of consultant services for digital conversion will <br />facilitate timely mapping updates while saving costs by maintaining the current staffing. <br /> <br />DISCUSSION <br /> <br />The City circulated a request for qualifications (RFQ) to select a vendor for the services listed <br />above. The RFQ was published and directly distributed to eighteen GIS consulting service <br />providers who had expressed an interest in the project. Many of these providers were <br />registered with the City's list of consulting service providers. In addition, the RFQ was posted <br />on the website of the BAAMA (Bay Area Automated Mapping Association, a GIS professional <br />association). Three firms made formal submissions (including portfolio of projects and <br />pricing) for consideration. <br /> <br />Staff evaluated the proposals of the three firms. Of the three proposals submitted, two were <br />selected for formal interview. Based on this review, and the interview, staff determined that <br />Lynx was the most qualified company to complete this project. The City has contracted with <br />Lynx for previous GIS projects, utilizing Lynx Technologies for the utilities mapping project, <br />parcel base map maintenance and coordinating the GIS map books with the City of Livermore <br />and the Livermore-Pleasanton Fire Department. Lynx also provided services for the basemap <br />adjustment project completed in 2004. Lynx has performed these services and made <br />satisfactory progress toward completing work under contract. <br /> <br /> AGREEMENT SUMMARY <br /> <br /> The recommended Agreement is comprised of the following consulting areas: <br /> <br /> 1/Provide regular updates to the City's parcel map data, utilities, public safety and centerline <br /> theme data. <br /> <br /> The City has used consultant services for this work the past nine years. Utilization of consultant <br /> services is beneficial in that staff can focus on providing more custom projects while the <br /> consultant performs the routine task of updating parcel, street and addressing data on City maps. <br /> This process also assures that this data is updated on a regular basis and not subject to neglect <br /> due to competing staff projects.
