and require roadway improvements by developers as property is improved or redeveloped. <br />This minimizes the impact to the City's General Fund when construction of these projects <br />becomes necessary to maintain the City's adopted congestion management standards. <br /> <br />Alternative B - Modified General Plan Network without Stoneridge Extension and <br /> <br />West Las Positas Interchange <br /> <br />This alternative includes widenings and street extensions as listed in Appendix A, further <br />discussed in Appendices B and C. The key new widenings/extensions are as follows: <br /> <br />· Bemal Avenue Widening - four lanes from Foothill Road to 1-680; four lanes from <br /> First Street to Independence Drive; four lanes from Angela Street to Nevada Street; <br /> six lanes from 1-680 to Valley. <br />· Foothill Road Widening - six lanes from 1-580 to Stoneridge; four lanes from <br /> Stoneridge Drive to Muirwood Drive South; two lanes plus two-way left-mm lane <br /> from Muirwood Drive South to Castlewood Drive. <br />· Vineyard Avenue Widening - four lanes from Bernal Avenue to 4,000 feet east of <br /> Bemal Avenue (approximately Clara Lane). <br />· West Las Positas Boulevard Widening - four lanes from Foothill Road to Payne <br /> Road. <br />· Nevada Street Extension - Bemal Avenue to First Street/Stanley Boulevard, two <br /> lanes with left turn lane. <br />· Rose Avenue Extension - west end to Valley Avenue, two lanes with a left turn <br /> lane. <br />· E1 Charro Road Extension - 1-580 to Stanley Boulevard as a four-lane roadway (six <br /> lanes to Jack London), with connection to Busch Road. <br />· Busch Road Widening - four lanes, Valley to E1 Charro. <br />· Hopyard Road Widening - four lanes, Valley to Division Street. <br /> <br />Altemative B deletes one road widening segment - widening Dublin Canyon Road to four <br />lanes westerly to the city limits, which did not produce any particular shifts of traffic and <br />does not appear to be overloaded with traffic in the "Existing Plus Approved, Year 2025" <br />land use scenario. It also does not include the West Las Positas interchange or Stoneridge <br />Dr. Extension. <br /> <br />Alternative B continues to assume all the intersection mitigation measures described in <br />Alternative A. Several new intersection mitigations were added, notably additional turn <br />lanes at Valley-Busch and Valley-Stanley.
