· A high occupancy vehicle (HOV) lane on eastbound 1-580 from Santa Rita Rd. to <br /> Greenville Rd. <br />· Isabel/Highway 84 widening to four lanes fi-om Pigeon Pass northerly to Stanley, <br /> to six lanes from Stanley to I580, and with a new 1-580 interchange. <br />· Dublin Blvd. extended from Dublin to Livermore as a six and four lane arterial. <br />· E1 Charro Rd. as six lanes from 1-580 to Jack London Blvd. <br />· Jack London Blvd. extended to E1 Charro Rd. as a four-lane roadway. <br /> <br />The model also incorporates all of the East Dublin and Livermore local arterials as shown <br />in their respective general plans. <br /> <br />Alternative A - "Existing Plus Approved" Network with Intersection Modifications <br /> <br />This alternative includes a combination of street widenings, extensions, and intersection <br />modification which generally have been project-specific requirements of approved <br />development projects or have been funded as part of the C.I.P. Appendix A <br />comprehensively lists the changes to the 2003 "Existing" network which were incorporated <br />into the model for this alternative. <br /> <br />Key elements within Pleasanton are described below: <br /> <br />· 23 new traffic signals (see Appendix A for locations) <br />· 31 intersection modification, including re-striping, signal, signal phase changes, <br /> minor widening for new turn lanes, and turn movement/pedestrian crossing <br /> restrictions. <br />· Intersection widening at: <br /> - Bemal Ave. at Meadow Lark widening / new bridge over Arroyo Del Valle <br /> - Bernal Ave. at Vineyard Ave. widening / new bridge over Arroyo Del Valle <br /> - 1-680 southbound on-ramp from Bernal Ave. <br /> - Stanley Blvd. at Valley/Bernal widening along southeast side to facilitate three <br /> eastbound through lanes approaching the intersection <br /> - Valley Ave. intersection widening north of Bernal Ave. <br />· Roadway Extensions: <br /> - Happy Valley Golf Course Bypass Road <br /> - Valley Ave. extension from southerly terminates to Case Ave./Junipero Rd. <br /> <br />The elements included in Altemative A generally include intersection lane and traffic <br />control modifications that reduce congestion and delay. Many of the modifications were <br />included in the 1996 General Plan, or were conditioned mitigation measures of previously <br />approved development projects. They were assumed for the purpose of calculating the <br />LOS values in that 1996 document and subsequent Traffic Baseline Reports. <br /> <br />These intersection modifications are not necessarily recommended for immediate <br />construction, but would be constructed over the next 20 years as they became necessary. <br />Inclusion of these projects allows the City to collect traffic mitigation fees to cover much of <br />the design and construction cost for this work, and allows the City to acquire right-of-way <br /> <br />20 <br /> <br /> <br />
