Authorize the City Manager to approve <br /> additional expenditures as may be needed to meet final project costs. <br /> <br />SUMMARY: On June 1, 2004, City Council awarded a contract for the construction of <br /> Livermore-Pleasanton Fire Station No. 4 on the Bernal Property, to the <br /> low bidder, Blackshear Construction, Inc., in the amount of $3,280,000. <br /> The subject project consisted of the construction of an approximately 7,500 <br /> square foot fire station, as well as site improvements to the 3.26 acre <br /> parcel on which it will be located, including landscaping, lighting, and <br /> hardscape around the facility. The project budget was $4,095,000. Final <br /> project costs are estimated at $4,110,631. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Currently, the Livermore-Pleasanton Fire Department (LPFD) Fire Station No. 4 is located in <br />Downtown Pleasanton. As the City's boundaries have changed and other fire stations have <br />been constructed, the existing Fire Station No. 4 is no longer centrally located within the <br />response district that it serves. As a result, new Fire Station No. 4 was built at the corner of <br />Oak Vista Way and Bernal Avenue (1600 Oak Vista Way) on the Bernal Property. <br /> <br />The new facility was constructed on a 3.26-acre parcel owned by the City. The fire station <br />will house a four-person engine company and is approximately 7,500 square feet in size. In its <br />ongoing commitment to energy efficiency and green buildings, the City Council approved the <br />Fire Station No. 4 project with the condition that a U.S. Green Building Council (USGBC) <br />Leadership in Energy and Environmental Design (LEED) Silver Level certification be <br />achieved. The City Council also directed staff to complete all phases of project commissioning <br />through the USGBC LEED program. At its meeting of October 7, 2003, the City Council <br />authorized the award of a consulting contract to Kema-Xenergy to provide project <br />documentation and commissioning. All necessary documents required by USGBC LEED <br />program are currently being compiled by Kema-Xenergy for submittal to USGBC for <br />consideration of the Silver Level certification. The final certification approval will take <br />approximately four to six months from time of receipt of all documents by USGBC. <br /> <br /> On June 24, 2005, the City Manager signed the first amendment to the Earth Systems contract <br /> for soils testing and specialty inspection, in the amount of $36,718.40. Because City Council <br /> did not expressly authorize that action, although it implicitly authorized it in April 20, 2004, <br /> when City Council awarded the construction contract for Fire Station No. 4, staff is of the <br /> opinion that the City Council should ratify the action of the City Manager in executing the <br /> contract amendment. <br /> <br /> SR:05:216 <br /> Page 2 of 4 <br /> <br /> <br />
