The SCADA upgrade project is budgeted in the 2006-07 CIP # 051015 for <br /> $390,000. The funding source is 50% from the water replacement fund and <br /> 50% from the sewer replacement fund. The first phase is to upgrade and <br /> convert the software with Tesco Controls Inc., at a cost of $ 245,350. The <br /> remaining $144,650 is to replace the computer hardware in the central <br /> SCADA control room and Remote Telemetry Units (RTUs) that are now <br /> obsolete. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The existing CIP project, totaling $390,000.00, is currently funded in 2006-07 for all phases <br />of the SCADA upgrade project. The overall scope of the project is to update the software <br />system to current technology, upgrade the central computer room hardware to current levels, <br />and to upgrade some of the field RTU's (computers) to current standards. Over the past year, <br />staff has researched software and hardware configurations on the market prior to making these <br />choices. They have worked closely with our IS Department regarding the selection of software <br />and hardware setups. The City's SCADA system was last upgraded in 1999 with new software <br />and hardware and has not been updated since. <br /> <br />Software upgrade <br /> <br />It is necessary to upgrade the software for a number of reasons. First, the current system is <br />based on Windows NT, which is no longer being supported by Microsoft. The new system <br />will be based on Windows 2003 and is supported by Microsoft. Second, the Factory Link <br />software version we currently use, is no longer supported by the software manufacturer. The <br />new Wonderware software that we are proposing has a lion's share of the SCADA market, <br />both now and in the foreseeable future. Wonderware is a user-friendly software, and is much <br />easier to configure and upgrade, and is substantially lower in cost to the City. Our technicians <br />will be deeply involved in the upgrade and thoroughly trained on the new software application. <br />Future upgrades can be accomplished by City staff, rather than hiring outside contractors to <br />support us. <br /> <br /> Hardware upgrade <br /> <br /> We have worked with IS on preparing for the purchase of the necessary hardware to upgrade <br /> the system, rather than purchasing it from Tesco Controls Inc. This will save the City money <br /> and will allow IS to provide the technical support.
