$245,350.00. IS and Tesco Controls Inc. will support staff in the installation and startup of the <br />new hardware. <br /> <br />Field RTU Upgrade <br /> <br />The third phase of this upgrade will be to replace old and aging field computers to ensure <br />reliability of operations at key sites. Not all field computers are to be replaced; this will be <br />done following the SCADA software and hardware upgrade. <br /> <br />This request to have a sole source expenditure for Tesco to upgrade our current system is <br />based on the fact that, for the past twenty years, Tesco has been the sole provider of SCADA <br />for the City. The City's entire system is designed and based on their programming and <br />equipment. It would be very difficult to hire a new integrator to help with this upgrade and the <br />City would lose any warranty on all of the existing Tesco equipment. Over the last five years, <br />the division has significantly reduced dependence on Tesco by controlling the cost of <br />components and support for our system. We now do our own integration and buy components <br />from Tesco to save money. Additionally, this new software will allow staff to do more <br />programming in-house and to perform software upgrades in the future with City staff. <br /> <br />Conclusion <br /> <br />This is a critical project for the City to maintain the reliability of its SCADA control system <br />both now, and into the future. For this reason, and because it will take 6 to 8 months to <br />complete the conversion of the software system, we are requesting that the project funding be <br />moved from the 06-07 CIP to the current 05-06 CIP. Attached is a bid from Tesco Inc., which <br />staff believes is both reasonable and appropriate for the work being planned. <br /> <br /> FISCAL IMPACT <br /> <br /> The 2006-07 Capital Improvement Program (CIP) contains approved funding for this project in <br /> the amount of $390,000.
