As a result, City staff engaged the Council Liaison Committees (both the City/Zone 7 Liaison <br />Committee and the City/DSRSD Liaison Committee) in an effort to elevate this matter to a <br />policy level. That effort was successful, as the decision on the Well Master Plan was <br />postponed and a joint meeting involving members of the Pleasanton City Council, DSRSD <br />Board and Zone 7 Board was held on May 13, 2005. <br /> <br />The May 13, 2005 Joint Meeting <br /> <br />The purpose of the May 13 joint meeting, was to discuss mutual concerns about the taste, <br />odor, and hardness of the water received by customers of all three agencies. All elected <br />officials present expressed a shared desire to take action to improve the taste of the water, and <br />to reduce its odor and hardness. The staffs of the three agencies were directed to meet to see <br />if a "road map" could be developed that would address these issues more meaningfully. In <br />the interim, Zone 7 agreed that it would postpone action on the Well Master Plan and EIR <br />until August. It felt that it could not wait beyond that time in order that an adequate supply of <br />water be available in case of another drought or other event, by which its entitlement from the <br />State water supply would be curtailed. <br /> <br /> Events Since May 13, 2005 <br /> <br /> Following that meeting, there were several staff level meetings. What was developed from <br /> these meeting is the attached Joint Resolution, a set of Policy Principles, and two mitigation <br /> measures that have been added to Zone 7's Well Master Plan Final EIR. All of these <br /> documents require Zone 7, the City of Pleasanton and DSRSD to work together to identify <br /> projects and activities that Zone 7 could realistically undertake in order to meet the Zone's <br /> adopted Water Quality Policy Goals and improve delivered water quality throughout the Zone <br /> 7 service area. <br /> <br /> The August 1, 2005 Meeting <br /> <br /> The salient points of both the Joint Resolution and the Policy Principles were discussed at a <br /> second joint meeting held on August 1, 2005. After some minor changes (all of which have <br /> been incorporated in the attached final documents) to these two documents, the twelve elected <br /> officials in attendance, representing the City, DSRSD and Zone 7, unanimously approved <br /> taking the Joint Resolution and Policy Principles back to their respective elected Boards and <br /> City Council for final approval and ratification. <br /> <br /> SR:05:232 <br /> Page 3 of 4 <br /> <br /> <br />
