DSRSD's Board of Directors approved these two documents at its Board meeting held August
2, 2005. Zone 7's Board has these documents on its agenda for approval at its August 17,
2005 meeting.

Mitigation Measures Added

City staff has worked with DSRSD to craft a mitigation measure in connection with the Well
Master Plan program that would allow Zone 7 to drill no more than the two wells identified
in the plan before a Delivered Water Quality Impact Study would be conducted. That Study's
findings would be taken into consideration (presumably by way of a supplemental EIR) before
additional wells are constructed. Zone 7 has agreed with these measures and has incorporated
them into the Final EIR document for the Well Master Plan, expected to be certified and
approved by that Board on August 17, 2005.

Recommendation

City staff supports approval of both the Joint Resolution and the Policy Principles. These
documents will provide for a planning process to continually evaluate Zone 7's facilities and
its water operations and provide design criteria for future planning efforts. We believe that
these documents can continue the current, positive working relationships between all three
agencies to improve delivered water quality for the entire Zone 7 service area.

Respectfully submitted, ~ ~
Rob Wilson Michael Roush Nelson Fialho
Director of Public Works City Attorney City Manager

Attachments:
Joint Resolution (A)
Policy Principles (B)
Minutes of May 13, 2005 (C)
Minutes of August 1, 2005 (D)

SR:05:232
