to objectively and analytically assess the groundwater water quality issues brought up in the <br />past to Zone 7 by the City and DSRSD. <br /> <br />Both of these documents were approved by a unanimous vote of the elected officials who were <br />present at the August 1, 2005 joint meeting, including three Pleasanton City Council <br />members. In addition, the DSRSD Board approved the subject documents at its meeting held <br />August 2, 2005. Pending City Council approval of the resolution and Policy Principles this <br />evening, the Zone 7 Board is expected to approve the same documents at its meeting on <br />August 17, 2005. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Zone 7 has been increasing its construction of new groundwater wells and use of the Main <br />Basin over the past ten years. Moreover, all of Zone 7's seven existing wells have been <br />constructed within the City of Pleasanton. As a result, and due to Zone 7's existing system <br />hydraulics and operation, the City and the Dublin San Ramon Services District (DSRSD) <br />receive most, if not all, of the water being pumped by the Zone 7 wells. Zone 7's <br />groundwater pumping results in the west side of its distribution system (which includes <br />Pleasanton) receiving three to four times the hardness of water compared with water (from the <br />State Water Project) delivered by Zone 7 to the east side of its distribution system. <br /> <br /> Zone 7 is proposing to construct between eight to fifteen new production wells over the next <br /> 15 years to keep up with increasing treated water demands, emergency supply, redundancy, <br /> and salt management needs. The wells are proposed to be located within eleven wellfield <br /> areas, over the Main Basin, in the cities of Pleasanton and Livermore. <br /> <br /> The City has commented, via numerous letters to Zone 7 over many years, that Zone 7's <br /> pumping of the groundwater has negative impacts on the City of Pleasanton and its customers. <br /> These negative impacts include much higher salts in delivered water, plus an increase in salts <br /> into the Main Basin. <br /> <br /> The City's Comments on Zone 7's Well Master Plan and EIR <br /> <br /> The City and DSRSD believe that Zone 7's proposed Well Master Plan could exacerbate the <br /> situation in that it will allow Zone 7 to substantially increase its well production by <br /> constructing eight to fifteen new wells. In 2004,we submitted comments to Zone 7 about the <br /> adequacy of the EIR that accompanies this Well Master Plan, stating that these wells impact <br /> the quality of the water that is delivered to City residents without providing sufficient <br /> mitigation for such impacts. <br /> SR:05:232 <br /> Page 2 of 4 <br /> <br /> <br />
