Special Meeting of the Board of Directors August 1, 2005 <br /> <br /> suggested the Water Retailers Group staff could prepare a report and transmit to COVWR and the <br /> Zone 7 Board. If there are any concerns, this group could convene a meeting to discuss them. <br /> <br /> Pleasanton Mayor Hosterman stated she would support having two or three elected officials from <br /> each agency meet in a liaison meeting a few times a year. <br /> <br /> DSRSD Director Scannell concurred that a group of DSRSD, Zone 7 and Pleasanton officials <br /> meet again in six months and at that point determine if there is a need for further meetings. <br /> <br /> DSRSD General Manager Michalczyk clarified that a fifth General Principle should be added to <br /> the Policy Principles document with wording to the effect that "The joint liaison committee of <br /> DSRSD, Pleasanton and Zone 7 will receive a common report on the status of the roadmap from <br /> the managers every six months and meet in a joint forum, like today's meeting, if they so choose <br /> after receiving that report." <br /> <br /> DSRSD Director Scannell took the opportunity to thank Messrs. Michalczyk, Myers, Fialho and <br /> staff for the outstanding work on both documents. <br /> <br /> DSRSD Director Hansen inquired as to why words such as "examine", "establish", and "study", <br /> were used under Operational Principles on pages 3-4 of the Policy Principles. He questioned how <br /> much studying and examining needs to be done. He would like to see more action. He felt this is <br /> a subtle but important difference. DSRSD General Manager Michalczyk answered that we do not <br /> thoroughly understand all the issues and need to do some work before action can occur. While <br /> this is still considered a roadmap, the door was purposely left open for furore discussions. <br /> <br /> DSRSD Director Hansen reiterated that the Operational Principles should be more direct in <br /> exactly how they will be implemented. He stated that, nevertheless, he supports the Principles <br /> and the great efforts. <br /> <br /> Zone 7 Director Quigley stated that he completely agrees and supports the road map. He handed <br /> out a drawing he prepared depicting the integrated water system. It focuses on the supply side <br /> and what Zone 7 is doing. He noted that if any piece of the system fails or if the State cuts the <br /> allocation, the need for pumping the Zone's well fields would be necessary. Pleasanton wells <br /> produce 20% of the water. The water system is a very complicated issue and he complimented <br /> staff for their work on the Policy Principles. He too felt it would be advisable to meet every six <br /> months to address upcoming issues. <br /> <br /> Chair Greci commented that the "doing part" will be performed by Zone 7. He stated that the <br /> purpose of this meeting is to get input, to educate everyone on what it takes to do the job and to <br /> orchestrate planning. He noted that the Zone wants to work better with the other agencies and is <br /> busy trying to accomplish all these things. The key thing that has been missing among the <br /> agencies is regular communication and education. He said the Zone wants the other agencies to <br /> understand what is involved in what the Zone is trying to do. Chair Greci went on to say that it is <br /> important that the agencies at this meeting also educate the public on how this complicated water <br /> system works and by working together gain understanding and a more amicable working <br /> relationship to accomplish all of the needs and goals. <br /> <br /> Pleasanton Mayor Hosterman stated that while Pleasanton is focused on water quality, they do <br /> appreciate the efforts of Zone 7's Board and staff on water reliability.
