Special Meeting of the Board of Directors August 1, 2005 <br /> <br /> Zone 7 Director Marchand announced that the award the Zone won was the 5-Year Directors' <br /> Award. It was a joint peer reviewed award from the American Water Works Association and the <br /> US EPA. Out of 161,000 water agencies in the nation, only 42 agencies won the 5-Year <br /> Directors' Award with only three of those agencies in California. It was a remarkable <br /> achievement and Zone 7 deservts a great deal of credit for maintaining the commitment to <br /> excellence. He also remarked that the Zone 7 staffhas done a fantastic job. <br /> <br /> Pleasanton Mayor Hosterman congratulated Zone 7 on receipt of the award. <br /> <br /> DSRSD Director Halket stated that he and DSRSD Director Howard were given a tour of the <br /> Zone 7 facilities recently and commented that it really was quite helpful to visualize what is being <br /> discussed at these meetings. He extended reciprocal tours of DSRSD facilities to the group and <br /> noted it would be difficult to educate the public without a full understanding of what goes on in <br /> the Valley on all levels. <br /> <br /> Pleasanton Mayor Hosterman asked Chair Greci to return to an earlier discussion item that <br /> Pleasanton Councilmember McGovem had raised. She was not clear as to whether the group <br /> reached a consensus and asked to address the point once again. <br /> <br /> Zone 7 Director Kalthoff clarified that the wording in the seventh recital would be changed from <br /> "significant costs" to instead read "added costs" and that the last three words would remain. <br /> <br /> Pleasanton Councilmember McGovem concurred. Ms. McGovem also asked about Items Nos. 1 <br /> and 2 under Educational Principles in the Policy Principles and stated she does not see any type <br /> of education for the public about water conservation so as to effectively make change within the <br /> community. Zone 7 General Manager Myers responded by saying that this document is intended <br /> to narrowly focus on water quality. Each of the agencies has existing school education programs <br /> and is attempting to cooperate and support each other's programs. <br /> <br /> Pleasanton Councilmember McGovern then asked two questions about the Well Master Plan. <br /> She asked "Is it stated that the wellheads are not growth inducing and are to be used primly for <br /> reliability purposes?" The Pleasanton community still wants an answer. Zone 7 General <br /> Manager Myers stated that there is language about this in the EIR and the Well Master Plan is <br /> quite clear that the wells are for reliability and not for increased growth. Mr. Myers also said he <br /> would get the page number in the Well Master Plan and have it to Councilmember McGovern by <br /> close of business on Tuesday. Councilmember McGovern also asked "When Zone 7 begins to <br /> drill the wells in Pleasanton, would Zone 7 come to staff and discuss what the well facade will <br /> look like?" Mr. Myers answered, "yes", that Pleasanton staffhas already seen the designs and the <br /> Zone is trying to incorporate their suggestions. <br /> <br /> Pleasanton Councilmember McGovern asked if there are minutes from the May 13, 2005 joint <br /> meeting for approval? DSRSD General Manager Michalczyk said that minutes from the meeting <br /> were prepared and supplied to each agency. The DSRSD Board approved minutes for the May <br /> 13, 2005 meeting at a subsequent Board meeting. He stated District Secretary Hatfield will be <br /> preparing the minutes and transmit them to each agency for their use. <br /> <br /> Pleasanton Councilmember McGovem commented that she needs official minutes to share with <br /> her other Councilmembers. Pleasanton Mayor Hosterman agreed and stated that if the public is <br /> looking for the opportunity to understand what took place at this meeting, they need to be able to <br /> view meeting minutes. <br /> <br /> 6 DRAFT <br /> <br /> <br />
