Special Meeting of the Board of Directors August 1, 2005 <br /> <br /> Zone 7 Director Quigley agreed that the water ratepayer is the prime benefactor of improved <br /> quality and not agricultural customers. He also stated he is comfortable with how the seventh <br /> "whereas" is written and that as technology changes so will the roadmap. <br /> <br /> Pleasanton Councilmember McGovern reiterated that she still would like the three words in the <br /> seventh recital eliminated. She understands them will be significant costs but at this time she is <br /> not sure how the costs will be funded. <br /> <br /> Zone 7 Director Kalthoff asked if the wording "significant costs" was the problem and, if so, <br /> could the issue be addressed by changing those words to "added costs" instead of striking the last <br /> three words. <br /> <br /> DSRSD President Ford remarked that if Zone 7 cannot deliver as expected there should be some <br /> type of penalty or review of their endeavors. He also noted that at this time any discussion of <br /> hard numbers, as given in the brochure, are conjecture and he believes there should be more <br /> control over the matter. <br /> <br /> Zone 7 Director Marchand responded that better water quality will costs millions of dollars and <br /> that the Zone 7 studies show that over 60% of customers do not want to pay for water quality <br /> improvements. Therefore, he is mystified that DSRSD President Ford would desire a penalty to <br /> be enforced if the ratepayers refuse to pay for water quality improvements. His question is where <br /> will Zone 7 get the funding to pay the $60 million for water quality improvements if customers <br /> refuse to pay? <br /> <br /> Pleasanton Councilmember McGovern stated she is not looking for a penalty but rather desires to <br /> work cooperatively with Zone 7. She noted the meetings have been very positive so far. She <br /> suggested another recital be added to the Resolution to the effect that meetings will be held <br /> periodically. She commented that it would help to implement the principles if this were the case. <br /> <br /> Chair Greci stated that the beneficial side of holding the meetings is the direct education for all <br /> and he was very open to this idea. <br /> <br /> Pleasanton City Manager Fialho stated that a possible forum might be the Committee of Valley <br /> Water Retailers (COVWR). <br /> <br /> DSRSD Director Halket asked if the Committee of Valley Water Retailers meets quarterly. <br /> <br /> DSRSD General Manager Michalczyk said it meets once a year but noted that the Committee <br /> does not include Zone 7. <br /> <br /> Pleasanton Mayor Hosterman stated that she supports all participants coming together, focusing <br /> on the roadmap, and checking on the progress. <br /> <br /> Pleasanton Councilmember McGovem recommended an item be added to the Policy Principles <br /> under the title "General Policy Principles" on page 3 of 4. R would become Item No. 5 stating <br /> that the Water Retailers Group hold a meeting every 6 months to discuss the progress being made <br /> on the roadmap. <br /> <br /> DSRSD General Manager Michalczyk clarified that the Water Retailers Group is a working <br /> group of staff that meets twice a month. It is the COVWR, consisting of elected officials of the <br /> Retailers, that meets annually. Since Zone 7 does not have a seat on COVWR, Mr. Michalczyk <br /> <br /> 4 DRAFT <br /> <br /> <br />
