I>L£AS&NTON City Council <br /> Staff Report <br /> <br /> August 16, 2005 <br /> Public Works Department <br /> Law Department <br /> <br />SUBJECT: JOINT RESOLUTION AND POLICY PRINCIPLES REGARDING <br /> WATER QUALITY TO BE ADOPTED BY TIlE CITY OF <br /> PLEASANTON, THE DUBLIN SAN RAMON SERVICES <br /> DISTRICT AND THE ZONE 7 WATER AGENCY <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Approve the attached Joint Resolution and Policy Principles regarding <br /> Water Quality <br /> <br />SUMMARY: On May 13, 2005, there was a joint meeting involving members of the <br /> City Council, the DSRSD Board, and the Zone 7 Board, where a number <br /> of issues relative to Zone 7's Well Master Plan and water quality were <br /> discussed. Direction was given to staff of all three agencies at that <br /> meeting to bring back to the elected officials a "road map" that could be <br /> reviewed and agreed upon by all three agencies to address the past, <br /> current and future concerns of the Well Master Plan and water quality <br /> impacts such Plan could have on Zone 7's retailers. <br /> <br /> On August 1, 2005, another joint meeting of the same elected officials from the three agencies <br /> was held to review two documents that are before City Council tonight for approval. The first <br /> document is a Joint Resolution (attached) regarding the importance of improving water quality <br /> and requiring all three agencies to work in the future to accomplish this goal. The second <br /> document, known as the Policy Principles (attached), sets out a number of specific phases, <br /> targets, studies, and principles for the staff of all three agencies to work toward to improve <br /> water quality, while also allowing Zone 7 to proceed with drilling a minimum of two <br /> additional wells while this staff analysis and work is taking place. In addition, two new <br /> mitigation measures were incorporated into Zone 7's Final EIR document which requires Zone <br /> 7 to develop a Groundwater Influence Study that will allow all three agencies the opportunity <br /> <br /> SR:05:232 <br /> Page 1 of 4 <br /> <br /> <br />
