requiring that the master expansion plan be revised so that all constructed phases meet the <br />required setbacks. <br /> <br />Staff finds that the master plan layout is thoroughly considered. The proposed hammerhead <br />design satisfies the Fire Department requirements, meanwhile, it responds to neighbors' concern <br />of having a new driveway onto a residential street. Staff finds that the layout of the parking area <br />is appropriate as the majority of the parking spaces would be, at build-out, behind the buildings, <br />thus, minimizing headlights shining onto to adjacent residential properties. <br /> <br />Architecture <br /> <br />The design review included in this submittal is for Phase I construction which includes the <br />multipurpose room and worship area additions. The applicant will submit separate design review <br />approval for each phase with those developments once ready to move forward. <br /> <br />The design concepts for the expansion have been planned and developed by the members of the <br />church with the assistance of Wenell, Mattheis, Bowe, Architect and Planning firm. The <br />expansion of the worship addition shows a steeply inclined roofline that echoes the design of the <br />existing worship area. <br /> <br />The multipurpose room addition has also been designed with contemporary architectural <br />features. The addition has a parapet roof, brick veneer exterior, and ceiling to floor aluminum <br />framed windows. The addition also have columns and a "belly band" to break the building <br />massing. A trellis-type cover is proposed at the entrance as an accent feature. <br /> <br /> Given the size of the windows, staff recommends that the windows be recessed from the <br /> building wall in order to create some shadows and relief. Staff has added a condition of approval <br /> (Condition #11) requiring the applicant submit a window detail showing a minimum of two-inch <br /> recession at the time of plan check. <br /> <br /> LEED <br /> <br /> The proposed project is a multiple-phased expansion plan for an existing church. At build-out, a <br /> total of 19,895 square feet of building area would be added, which is under the threshold <br /> required to obtain a certified rating on the LEED-NC rating system in accordance with the <br /> City's Green Building ordinance. Staff strongly encourages the applicant to obtain some of the <br /> LEED points if not all of the required 26 points. In discussion of the LEED requirements, St. <br /> Clare's representative expressed interest in complying with LEED requirements at its best, and <br /> indicated that they intend to use energy star appliances and use water-efficient plants for the <br /> project.
