site improvement plans associated with Phase I construction includes a landscaping plan to <br />improve the current site appearance. Staff believes that with the installation of new landscaping <br />as part of Phase I construction, the existing site condition would be physically improved and <br />aesthetically enhanced. To minimize the parking impact on residential street during <br />congregation, St. Clare's is committed to educate its members to use on-site parking during <br />congregations or other events. Staff has added a condition of approval (Condition #12) requiring <br />St. Clare's designate a staff member to direct traffic to minimize parking onto nearby residential <br />street(s). <br /> <br />The proposed site plan was a result of several revisions and meetings with staff. After the <br />second neighborhood meeting in January 2005, where the residents strongly opposed a new <br />driveway on National Park Road, the applicant, with the support of the Masonic Lodge, <br />proposed a second access from Hopyard Road via the Masons' property to the subject site. This <br />approach was not supported by the Fire Department either. The applicant then worked with the <br />Fire Department and proposed the current solution of a hammerhead design to provide <br />turnaround area for fire trucks and other emergency vehicles. The Fire Department reviewed the <br />proposal and indicated that it meets the Fire Department requirements. Staff believes that the <br />proposed site plan responds to the issues brought by the residents and that it minimizes the land <br />use impacts on nearby residential properties. <br /> <br />Site Plan <br /> <br />The goal of the master extension plan is to gain better visibility of the church from Hopyard <br />Road and integration into the community while not competing against the presence of the <br />Masonic Lodge. The multipurpose room and the new sanctuary additions extend the existing <br />church building to the furthest east as they could without relocating the existing driveway. In <br />order to facilitate on site circulation, the master site plan shows that buildings are grouped <br />together to accommodate a hammerhead for fire truck turnaround. <br /> <br /> The St. Clare's and the Masonic Lodge have jointly participated in the development of parking <br /> ensuring the uses do not conflict. The Masonic Lodge representatives have reviewed the <br /> proposal and they do not see any issues in creating a new joint use agreement allowing a portion <br /> of the parking lot be constructed on their property in Phase II construction. Staffhas added a <br /> condition of approval (Condition #8) addressing this issue. <br /> <br /> A very small triangular portion, approximately 72.5 square feet in a building area, of the <br /> administrative office addition encroaches into the required 20-foot setback area. Since the <br /> administrative office addition is the last phase of the church's master expansion plan, and since <br /> it may not be constructed in the near future, staff is reluctant to process a variance application to <br /> allow this minor deviation. Staffbelieves that this setback deviation could be corrected through <br /> minor building modifications.
