With the construction of the new sanctuary, the existing parking lot would be reconfigured and <br />expanded. The reconfigured parking lot remains primarily the same location and the extended <br /> <br />parking lot would be located north of the sanctuary, occupying a portion of the Mason's <br />property. Thirty-eight (38) parking spaces will be created, providing a total of 104 parking <br />spaces available for the uses by St. Clare's and the Masonic Lodge. <br /> <br />Traffic to and from the church site would continue to use the existing driveway located at Valley <br />Trails Drive. To facilitate the required vehicle turnaround area and to meet the Fire Department <br />requirements, the applicant proposed a hammerhead in the extended parking lot for fire truck <br />maneuvering. This solution replaces the previously proposed driveway off National Park Road. <br /> <br />Upon completion of the new sanctuary, the existing worship area would be for fellowship <br />activities. <br /> <br />Phase III: The third phase would include the construction of the administrative office addition <br />to the north of the existing worship area. This addition is approximately 5,000 square feet in <br />building area, and it would be primarily used to facilitate church functions/activities. <br /> <br /> In summary, at the build-out, the total square footage of the church facility would be increased <br /> from the current 9,060 square feet to approximately 28,955 square feet in building area, and the <br /> seating capacity in the worship area would be increased from the existing 250 seats to 450 seats. <br /> To support the phased expansions, the existing parking lot would be reconfigured and expanded. <br /> A total of 104 parking spaces would be provided, or an additional 38 parking spaces would be <br /> added at Phase II construction. <br /> <br /> V. ANALYSIS <br /> <br /> Land Use <br /> <br /> The conditional use permit process evaluates a proposed use and potential effects of the <br /> proposed use on surrounding uses. <br /> <br /> St. Clare's Episcopal Church is located in a residential zoning district. Churches are a common <br /> use in residential areas, and they are typically regarded as "good neighbors". <br /> <br /> St. Clare's Episcopal Church has been operated at the subject site since June 1976 without any <br /> major adverse impacts or complaints from their neighborhood. However, at the neighborhood <br /> meetings held in December 2004 and in January 2005, nearby residents did raise concerns about <br /> property maintenance and parking on residential streets during Sunday services.
