as public transportation, carpooling, and biking to work. While some of the physical
infrastructure improvements of the TDM program were installed with the construction of the
buildings (e.g., new bus stop, showers, and bicycle racks), the commute programs and the
designation of preferential parking spaces for vanpools and carpools were deferred until tenants
occupied the buildings in order to best determine the program elements that would be most
effective.

Since the construction of the buildings, the property manager of the campus, Hines, has
implemented the following commute program elements:

· Created a central repository on campus for commute information.
Joined the City of Pleasanton's Commendable Commutes Program.

· Provides shuttle service directly to and from the Dublin/Pleasanton BART station. A
second shuttle service will be added to support ACE Train commuters.

· Registered in Alameda County Congestion Management Agency's Guaranteed Ride Home
Program.

· Holds Transportation Fairs in parmership with the City of Pleasanton to promote commute
alternatives.

Provides tenants with commuter surveys to evaluate the commute needs of the tenant
population so that Hines can better tailor its resources to support commute alternatives.

· Provides tenant welcome packages with commute alternative information to all new tenants.

· Hines meets regularly with the larger tenants to discuss their efforts to encourage employees
to use commute alternatives.

Hines meets regularly with local transit and rideshare organizations to ensure that all
available new programs are being utilized at the campus.

Based on current demand, Hines has installed five carpool spaces for each of the 6200, 6210,
and 6220 Stoneridge Mall Road buildings and 18 spaces for the 6230 Stoneridge Mall Road
building containing E-Loan (Note: the site plan erroneously shows 18 carpool spaces at the
6220 Stoneridge Mall Road site). Staff finds that the number of carpool spaces per building is
acceptable and Hines has indicated that it would quickly add more carpool spaces if needed.

Staff was initially concerned with adding parking to the site since tenants in the campus should
be looking at ways to reduce traffic coming to the site by using commute alternatives such as

Page - 4
