using public transit or carpooling, which in turn results in a lower parking demand. The <br />applicant has stated that the additional parking is needed even though the TDM program has <br />been implemented and E-Loan and the other tenants are encouraging their employees to use <br />commute alternatives. Staff believes that Pleasanton Corporate Commons' TDM program is <br />adequate and believes that the property manager and tenants at the campus have been faithfully <br />following the program to help reduce single occupant vehicles at the site. Therefore, staff can <br />support adding additional parking for the campus. <br /> <br />Grading and Drainage <br /> <br />The existing grades on the property would essentially stay the same. Staff finds the proposed <br />grading to be minor and acceptable. <br /> <br />A portion of the new parking lot would drain into a vegetated swale that would allow <br />contaminants to be filtered from the stormwater before entering the arroyos and, ultimately, the <br />bay. This is the type of stormwater runoff measure strongly supported by the Regional Water <br />Quality Control Board (RWQCB) and local agencies like Pleasanton implementing the urban <br />clean water runoffprogram. Other portions of the new parking lot would drain to an existing <br />vault-type oil/water separator at the Pleasanton Corporate Commons' site or would receive no <br />treatment. Staff notes that although vault-type oil/water separators were used for Pleasanton <br />Corporate Commons when it was developed, the City and RWQCB no longer prefer this <br />treatment method and vegetated swales or retention basins are now the preferred treatment <br />method. Since this site lacks the necessary space for a retention basin, staff recommends that <br />additional areas drain to vegetated swales. For example, the six-foot wide planter strips between <br />the new parking spaces could be designed as vegetated swales. Only those areas that could not <br />drain into the vegetated swales (e.g., due to topography or lack of an acceptable planter area) <br />should be allowed to drain to the vault-type oil/water separators. Furthermore, all of the new <br />parking area needs to be treated. The applicant is also required to enter into an inspection and <br />maintenance agreement to ensure that the stormwater treatment measures function properly over <br />time. Conditions of approval address these items. <br /> <br /> Landscape Plan <br /> <br /> While staff finds the location and size of the planter areas to be acceptable and matches the <br /> species used on the adjacent Pleasanton Corporate Commons project, staff believes that <br /> additional London plane trees need to be planted in order to match the spacing used on the <br /> adjacent Pleasanton Corporate Commons project.
