The following measures are proposed to prevent the potential for adverse light and glare impacts <br />on the outlying residential neighborhoods: <br /> <br /> · All lighted fields are located at least 800 feet east of the nearest residential <br /> neighborhood to provide a substantial buffer between the uses and to achieve <br /> compliance with the requirements of the "Initiative to Save Our Community Park." <br /> <br /> · Highly effective light cut-off shields and luminaries are proposed to ensure minimal <br /> "spill light." Please refer to page 10 of the PUD development plan package and to the <br /> Draft Negative Declaration for technical details. <br /> <br />In addition to baseball field lighting, low-profile pedestrian lighting is planned along the primary <br />park paths to help ensure safety and security for users. Street lighting poles and fixtures that <br />match the existing Bemal Property standards are proposed along the extension of Pleasanton <br />Avenue. <br /> <br />PARKS AND RECREATION COMMISSION REVIEW <br /> <br />On April 29, 2003, the Parks and Recreation Commission reviewed four alternative plans for the <br />13-acre Project area that had been developed by the Community Park Task Force. After <br />consideration of the various phasing options, the Commission approved the alternative that <br />included two lighted baseball fields, one unlighted informal baseball field, an access road and <br />other related infrastructure, parking, restrooms, and tot lot facilities for an estimated design and <br />construction cost of approximately $4.3 million. <br /> <br /> On December 9, 2004, staff and consultants presented a somewhat updated plan to the Parks and <br /> Recreation Commission. After receiving public comments, the Commission recommended <br /> approval, subject to minor modifications that have since been integrated into the Plan that is now <br /> before the Council. <br /> <br /> PLANNING COMMISSION REVIEW <br /> <br /> The Planning Commission reviewed the Project PUD development plans and Draft Negative <br /> Declaration on June 22, 2005. No comments were received during thc public comment portion <br /> of the heating. The Commission unanimously recommended that the Council grant the Negative <br /> Declaration for the project and approve the PUD development plans, subject to three condition <br /> changes intended to provide greater clarity regarding archaeological and outdoor lighting <br /> requirements, and to require that all Project area parking be permanently paved. Each of these <br /> changes are included in attached Draft Resolution of PUD approval (Conditions 5, 6 and 11). <br /> <br /> SR 05:195 <br /> Page 7 <br /> <br /> <br />
