ENVIRONMENTAL ASSESSMENT <br /> <br />A Draft Negative Declaration and Initial Study for the Project (Attachment 5) accompanies this <br />report. Based on the Initial Study, the Planning Commission and staff believe that approval of <br />the Project will have no significant adverse effects on the environment. If the Council concurs <br />with this environmental assessment, it should grant a Negative Declaration (Attachment 3) prior <br />to taking action on the PUD development plan. <br /> <br />In addition, the Initial Study evaluated the potential for the Project to cause an adverse effect on <br />wildlife resources. There is no evidence that it would have any such potential for adverse effects. <br />If the Council concurs with this assessment, it should make a "de minimus impact" finding prior <br />to taking action on the project. <br /> <br />CONCLUSION <br /> <br />Staff feels that the proposed Project PUD plans are consistent with the General Plan and Bernal <br />Phase I Specific Plan maps and policy guidelines, as well as with the provisions of the <br />"Initiative to Save Our Community Park." Staff further feels that the plans are substantially <br />consistent with the community input received during the past four-year Bernal planning process <br />as well as the recommendations of the Planning Commission, Parks and Recreation <br />Commission, Community Park Task Force, Bemal Design Competition winning design firm, <br />and City staff. Given the relatively isolated site location within the undeveloped area of the <br />Bernal Property, maximum flexibility would be provided for planning the adjacent Bernal <br />Phase II Specific Plan land and the remaining area of the Community Park. Based upon the <br />analysis, staff believes that the required findings can be made to approve this project, subject to <br />the recommended conditions (Attachment 4). <br /> <br /> FISCAL ANALYSIS <br /> <br /> The Bernal Community Park reserve for Phase I improvements (CIP #007065) has a current <br /> fund balance of $4.77 million, that includes $291,000 in Proposition 40 State Park Bond Act <br /> funds allocated after the original CIP budget was adopted. This should be sufficient to fund the <br /> proposed baseball complex, provide an adequate project contingency, and cover the estimated <br /> design fees, based on the probable cost estimate prepared by M. D. Fotheringham, Landscape <br /> Architects. Exact costs, however, will not be known until the formal bid process is completed. <br /> Should the Council approve the Project, bidding could likely occur in the latter part of 2005. <br /> Costs for yearly operations and maintenance will be determined based on the final approved <br /> design. <br /> <br /> SR05:195 <br /> Page 8 <br /> <br /> <br />
