Land Use Compliance <br /> <br />Both the General Plan and the Bemal Phase I Specific Plan designate a community park at the <br />area in which the Project is proposed. The current zoning is Planned Unit Development (PUD) <br />District. The proposed Project use would contribute to numerous policies detailed in the General <br />Plan Conservation and Open Space Element that call for a variety of active and passive <br />recreational facilities, lighted community park facilities, and trails to accommodate the needs of a <br />diverse community. <br /> <br />Site Development <br /> <br />Development of the site would alter its existing agricultural character by incorporating primarily <br />active recreational uses. The Project area is bordered by red oats fields on all sides. Uses located <br />farther to the east include a flood channel, the Union Pacific Railroad tracks, Hearst Elementary <br />School and Pleasanton Middle School. <br /> <br />Planning of the Project area has included extensive public involvement during the past four years <br />to help ensure that the uses surrounding it will not be unduly affected by impacts such as traffic, <br />noise and lighting. Staff believes that the Project is compatible with adjacent uses and will not <br />significantly impact them. <br /> <br />Traffic <br /> <br />The Project includes three baseball fields, a children's play area, small picnic areas, and trails. <br />The Parks and Community Services Department estimates that the maximum combined use of <br />the facilities may reach as high as 450 persons. Maximum use would probably occur only during <br />times when all fields are being used, such as during weekends. <br /> <br /> The Department further estimates that approximately 2.5 persons per vehicle could be expected <br /> to travel to and from the Project area. This would result in up to 180 vehicles traveling in each <br /> direction to access the site. This would accommodate up to 450 persons during the times of <br /> maximum weekend use (10:00 a.m. to 4:00 p.m.). Traffic for normal weekday peak times <br /> (5:30 p.m. to 7:00 p.m.) would not be expected to exceed 64 trips in each direction to <br /> accommodate the maximum anticipated usage of 160 people. <br /> <br /> Vehicles accessing the site would arrive and depart by way of the Valley Avenue to Bernal <br /> Avenue route. Following the completion of the Valley Avenue under-crossing of the Union <br /> Pacific Railroad tracks and connection to Junipero Street (now estimated for the spring of 2006), <br /> ne~v routes to Case Avenue and Sunol Boulevard will also be opened. <br /> <br /> SR 05:195 <br /> Page 5 <br /> <br /> <br />
