Surfaces for pedestrian areas are generally proposed to include concrete and pervious systems <br />such as interlocking concrete pavers on sand, decomposed granite, turf block, or grass ring <br />products to reduce surface runoff and facilitate soil infiltration. Alternative paving types are <br />proposed to be evaluated and selected by staff during the construction plan design phase. These <br />paving sections will be engineered to accommodate all load requirements. <br /> <br />ANALYSIS <br /> <br />Initiative to Save Our Community Park <br /> <br />In reviewing the Project plans for the Bemal Property, it is important to address the provisions <br />of the 2004 "Initiative to Save Our Community Park" (Attachment 2). The effect of the <br />Initiative (adopted by the City Council) was to add the following policy to the Bemal Phase I <br />Specific Plan: <br /> <br />"Parks Policy 3A: Preservation of Community Park Site. <br /> a. The 30- to 50-acre Community Park described in Parks Policy 3 shall be located within <br /> the area shown in the cross-hatched area on the map attached. That map is made a part <br /> of the Bernal Property Specific Plan. <br /> b. The City shall approve no land uses that are incompatible with use of the Community <br /> Park for lighted sports fields, outdoor amphitheaters, amplified sound, and other uses <br /> typically found in a large Community Park. <br /> c. The City shall adopt a master plan for the Community Park in order that compatibility <br /> of proposed nearby uses can be compared with real plans for the Community Park. <br /> d. Development of the first phase of the Community Park shall be given the highest <br /> reasonable priority in development of the Bernal site. <br /> e. Nothing in this Policy shall limit the discretion of the City to locate additional park uses <br /> in areas outside the Community Park overlay district." <br /> <br /> SR 05:195 <br /> Page 4 <br /> <br /> <br />
