3.07. Transportation/Circulation Impacts (Additional Traffic, Congestion, Parking, <br /> Hazards, etc.) <br /> <br /> Thc Project includes one Little League baseball field, one larger Pony League baseball <br /> field, one informal baseball field, children's play areas, small picnic areas, and trails. <br /> The Parks and Community Services Depa~ tment estimates that maximum combined usc <br /> of the Project area may reach as high as 450 persons. Full use would probably occur only <br /> during weekend basement tournament times. <br /> <br /> The Department further estimates that approximately 2.5 persons per vehicle would be <br /> expected to travel to and from the Project area. This would result in up to 180 vehicles <br /> traveling in each direction to the site to accommodate up to 450 persons during the times <br /> of maximum weekend toumamen~ use (10:00 A.M. to 4:00 P.M). Traffic for normal <br /> weekday peak times (5:30 P.M. to 7:00 P.M.) would not be expected to exceed 64 trips in <br /> each direction to accommodate the maximum anticipated use of 160 people. This new <br /> traffic would not significantly impact either on-site or off-site traffic levels of service <br /> since the existing Bernal Property Phase I Specific Plan street improvements were <br /> designed to accommodate thc Project uses, as well as build-out of the entire 516-acre <br /> Bemal Property. <br /> <br /> All vehicular access to thc site would arrive and depart by way of the Valley Avenue <br /> route to Bemal Avenue. Following the completion of the Valley Avenue under-crossing <br /> of the raikoad tracks and the extension to Junipero Street (now anticipated for the spring <br /> of 2006), new routes to Case Avenue and Sunol Boulevard will be opened. <br /> <br /> For addition discussion and evaluation of traffic impacts associated with development of <br /> the entire Bemal Property, including the Community Park, of which the Project is a part, <br /> please refer to the Phase I Bemal EIR. <br /> <br /> A total of 64 permanently paved parking spaces are proposed to accommodate the normal <br /> non-tournament park use times. An additional 48 temporary gravel surface spaces are <br /> also planned to accommodate overflow weekend tournament parking. <br /> <br /> X <br /> May be Insignificant Insignificant <br /> Significant if Mitigated <br /> <br /> 3.08. Noise Impacts (Increases, Exposure to High Levels) <br /> <br /> Development of the Project would generate added noise primarily from vehicular traffic, <br /> small crowd baseball game cheering, and amplified game announcing. For additional <br /> background information please refer to the Phase I Bemal EIR. <br /> <br /> Average daily vehicular traffic during the baseball season is generally not expected to <br /> exceed approximately 64 round trips.
