Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />Study of the 318-acre City-owned portion of the Bemal Property has been an ongoing process <br />for the past four years. During this time, planning has taken place on three levels: <br /> <br /> · The current Draft Phase II Specific Plan for the entire 318-acre City-owned area was <br /> completed by the Bemal Specific Plan Task Force in May 2002. The Phase II Plan <br /> area was then the subject of a national design competition in 2004, and is now being <br /> updated by City staff and consultants for informal review by the Council later this <br /> summer, prior to being considered through the formal public hearing process. <br /> <br /> · The Bernal Community Park Master Plan has been updated by City staff and <br /> consultants for review through the PUD public hearing process. <br /> <br /> · PUD development plans for a 13-acre baseball field complex (Attachment 1) at the <br /> future Bemal Community Park area have been submitted by the Parks and Community <br /> Services Director. High priority processing of these plans is being given by the City <br /> consistent with the provisions of the "Initiative to Save Our Community Park." <br /> <br />The Phase II Specific Plan Update and the Community Park Master Plan processes were recently <br />merged by the Council to better ensure that the end products are consistent with each other. The <br />baseball field project has been separated from the Specific Plan and the Community Park Master <br />Plan PUD process in order to proceed independently in accordance with the requirements of the <br />citizens' Initiative. <br /> <br /> PROJECT DESCRIPTION <br /> <br /> The 13-acre Project site is proposed to be developed with a variety of baseball and other park <br /> related improvements (Attachment 7). The baseball complex contains three fields (shown as <br /> Fields 5, 6 and 7). Fields 5 and 6 include field lighting, backstops, dugouts, built-in terrace <br /> bleacher seating, pedestrian plaza/gardens within the field complex, irrigated turf between fields, <br /> and lighted walkways. Future buildings and shade arcades are proposed to be designed to a <br /> "design development" level of detail to determine foundation types and locations. <br /> <br /> Field 7 is a multi-use ball field with a backstop cage suitable for casual softball and baseball <br /> team warm-up activities. This field will not be lighted at this time. The irrigation system for <br /> Field 7 will be designed to accommodate a potential skinned (non-turf) infield, if needed in the <br /> future. <br /> <br /> SR 05:195 <br /> Page 2 <br /> <br /> <br />
