Consultant Selection Process <br /> <br />Staff solicited proposals from three construction inspection firms that provide individuals <br />qualified in railroad grade separation projects. Proposals were received from S& C Engineers, <br />Finn Design Group and TRS Consultant Associates. Two of these firms, S & C Engineers and <br />Finn Design Group, were interviewed and evaluated by staff. Staff determined that S & C <br />Engineers was the best qualified to provide railroad grade separation inspection services. <br />S & C Engineers is the same fLrm that has provided similar inspection services for the First <br />Street Bridge over the Arroyo Del Valle and the newly constructed E1 Charro Bridges for <br />Alameda County. <br /> <br />A scope of work, which includes a fee estimate by task, was negotiated with S & C Engineers. <br />Attached is a copy of the negotiated contract that includes the Scope of Work. Compensation <br />will be on a time and materials basis, with a not-to-exceed amoum of $77,170. It is in the <br />City's best interest to have S & C Engineers work directly for the City and coordinate their <br />inspections with those of the City's Public Works Inspector. <br /> <br />Reimbursement Agreement for Consultant Fees <br /> <br />The conditions of approval and Pre-annexation Development Agreement for the Bernal Project <br />require the developer to construct the Valley Avenue railroad undercrossing. Under terms of <br />the proposed reimbursement agreemem for inspection services, Bernal Investment Company <br />(BIC) will reimburse the City for the cost of specialty inspection as part of their obligation to <br />construct the Valley Avenue railroad undercrossing. <br /> <br /> FISCAL IMPACT <br /> <br />An increase is expected in annual operating costs due to increased annual maintenance of the <br />public street, water main, trafficsignal, and railroad structureafter the underpass <br />improvements are accepted. <br /> <br /> Respectfully submitted, <br /> <br /> Rob Wilson Susan Rossi Nelson Fialho <br /> Director of Public Works Director of Finance City Manager <br /> <br /> Attachments: Reimbursement Agreement <br /> Contract for Consultam Services <br /> <br /> SR:05:209 <br /> Page 3 of 10 <br /> <br /> <br />
