those improvements (including the relocation of the Alameda County <br /> Flood Control and Water Conservation Districts B-2 Channel). <br /> <br /> Consulting services, including specialty inspections, are required as part <br /> of this construction work. The subject consulting services consist of <br /> engineering shop drawing review and construction inspection services for <br /> the Railroad bridge structure including temporary shoring, the storm drain <br /> pump station and the storm drain box culvert. S & C Engineers has <br /> proposed to provide these services at a cost not to exceed $77,170.00. <br /> Funding for these services will be provided under terms of a <br /> reimbursement agreement with the developer, Bernal Investment <br /> Company (BIC). <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The project includes the extension of Valley Avenue from Laguna Creek Lane to the <br />intersection of Junipero Street/Case Avenue crossing the Union Pacific Railroad tracks via a <br />new undercrossing. The street section will allow for one lane in each direction, plus a 6 foot <br />wide disabled vehicle area on both sides of the street and a separated bike/pedestrian walkway. <br />The undercrossing will be similar to the Bernal Avenue undercrossing, but with fewer lanes. <br />A traffic signal will be installed at the street intersection of Junipero Street/Case Avenue. <br />Additionally, east of this intersection, Junipero Street will be widened along the Zone 7 flood <br />control channel to allow for a left turn lane at Case Avenue into the new KB Home <br />subdivision, Canyon Oaks. On the other side of the railroad undercrossing, the street <br />intersects with Laguna Creek Lane where there is an existing traffic roundabout. In addition to <br />the street extension, the project also involves the rerouting of the Zone 7's B-2 channel around <br />the undercrossing, including the installation of a concrete box culvert where the channel <br />crosses under Valley Avenue. The Zone 7 channel will be reconstructed as a meandering <br />stream consistent with the City's channel restoration plans for the Berual Property. <br /> <br /> The City commonly enters into separate consultant contracts to provide engineering shop <br /> drawing review and inspection services during the construction of bridges, concrete box <br /> culverts and pump stations, as the City does not staff specialists in these areas. Thus, it is <br /> recommended that an engineering consultant be retained to assist staff in assuring conformance <br /> with the approved plans and specifications for this work. <br /> <br /> SR:05:209 <br /> Page 2 of 10 <br /> <br /> <br />
