pL£ AS.&NTON CityCouncil <br /> Staff Report <br /> <br /> July 19, 2005 <br /> Public Works Department <br /> <br />SUBJECT: APPROVAL OF A CONTRACT FOR CONSULTANT SPECIALTY <br /> INSPECTION SERVICES FOR THE VALLEY AVENUE <br /> RAILROAD UNDERCROSSING AND REIMBURSEMENT <br /> AGREEMENT WITH BERNAL INVESTMENT COMPANY (BIC) <br /> <br />STAFF RECOMMENDATION: <br /> <br /> Staff recommends that the City Council take the following action at the <br /> meeting of July 19, 2005: <br /> <br /> 1. Approve the contract for consultant services with S & C Engineers of <br /> Oakland for the subject project. Services will include engineering <br /> review and specialty inspections of the Valley Avenue Railroad <br /> Undercrossing. <br /> <br /> 2. Approve and sign the attached Reimbursement Agreement with Bernal <br /> Investment Company (BIC) to reimburse the City for the cost of the <br /> S & C contract. <br /> <br /> 3. Authorize the City Manager to enter into the above contract and <br /> reimbursement agreement. <br /> <br />SUMMARY: Pursuant to the conditions of approval for the Bernal Property project, the <br /> Developer (Bernal Investment Company led by Greenbriar Homes <br /> Communities) is required to construct a separated grade crossing where <br /> the extension of Valley Avenue intersects the Union Pacific Railroad <br /> (UPRR). Improvement plans for the required infrastructure to effect this <br /> separated grade crossing (underpass) have been prepared, and the <br /> developer has posted improvement bonds to assure the completion of <br /> <br /> SR:05:209 <br /> Page 1 of 10 <br /> <br /> <br />
