Topics M&A expects to address in-house are land use, public services (fire, schools, police), recreation, <br />infrastructure, and any other CEQA topics not initially addressed by technical specialists. <br /> <br />We propose to prepare the DEIR in an outline format, in which impacts and mitigation measures are <br />presented very succinctly, with supporting research and analysis presented in technical appendices. By <br />taking this approach, we would hope to (1) make the EIR more readable, (2) bring out more clearly the <br />distinctions between the preferred plan and alternatives, and the differences in impacts they would <br />generate, and therefore (3) help assure the usefulness of the EIR as a decisionmaking document and for <br />use by the community as an informational document in conjunction with the community vote. <br /> <br />An outline-format DEIR would contain subsections as follows: <br /> <br />· In the Setting section under each topic, the text will focus on those aspects of the setting <br /> essential to an understanding of the impacts. Wherever possible, information will be presented <br /> in graphic or tabular form, as well as in the narrative. <br /> <br />· In the Impacts section under each topic, each identified impact will be given a very brief <br /> narrative introduction and then simply stated. <br /> <br />· In the Mitigation Measures section under each topic, the mitigation measure for each impact <br /> will be simply stated and the reason why it would be likely to reduce or eliminate the impact <br /> will be described briefly. <br /> <br />· A S,mmary Table of Impacts and Mitigation Measures will conclude each topical section of the <br /> Setting, Impacts, and Mitigation Measures chapter of the DEIR. <br /> <br />· In the Technical Appendices, the description of the setting and the analysis leading to identi- <br /> fication of impacts and mitigation measures will be laid out in as much detail as necessary. <br /> <br /> With an outline format, the DEIR main text will be considerably thinner than is normally the case with <br /> a complex project of this kind. <br /> <br /> Task 3.3 Complete Environmental Analysis for Draft EIR <br /> <br /> This task addresses remaining chapters of the DEIR: <br /> <br /> · Summary. The DEIR will begin with a summary of impacts, mitigation measures, and post- <br /> mitigation significance levels. The summary will be presented in tabular format to assist <br /> readers in comparing the outcomes of the preferred plan and alternatives. <br /> <br /> · Alternatives. The alternatives chapter will describe how alternatives were selected. For the <br /> principal alternatives (which are expected at this time to be no action and no project, as well as <br /> two alternate site plans to chosen as described in Task Group 1, p. 7), it will review differences <br /> in impacts in a summary form. <br /> <br /> · Cumulative Analysis. The framework for the cumulative analysis could be established by <br /> anchoring the EIR cumulative analysis to the Pleasanton General Plan. <br /> <br /> · Growth Induction.
