· Other DEIR Components. M&A will be responsible for preparing the mandatory CEQA <br /> reviews. M&A will draw fi.om our own work and that of our subcontractors to assemble a list <br /> of EIR sources (contributors to the EIR and a reference bibliography). <br /> <br />Task 3.4 Prepare Administrative Draft EIR (ADEIR) <br /> <br />Mundie & Associates will direct, integrate, and edit work completed by our subcontractors and others <br />in all areas of the EIK We will assemble the EIR, incorporate graphics, and design a report that is easy <br />to follow, including chapter number and subject headers, consecutive pagination, and use of type fonts <br />and layouts that make organization clear. A copy of the ADEIR will be provided for City review. The <br />results of staffmview of the ADEIR should be provided to the consultant in the foma of a single set of <br />mutually consistent comments. <br /> <br />Task 3.5 Prepare Circulation Draft EIR <br /> <br />Mundie & Associates will revise the Administrative Draft EIR in light of staff comments. Following <br />completion of all revisions, we will provide a "proof" of the print-ready text for City review to assure <br />that all comments have been responded to in the manner intended. <br /> <br />When the City has approved the text, we will proceed with preparation of the report for cimulation in <br />the format agreed upon in Task 3.1. <br /> <br />Task Group 4 Complete CEQA Process <br /> <br />Publication and cimulation of the DEIR initiate the final stages of the CEQA process. City will be <br />responsible for circulating the DEIR and filing appropriate legal notices; the public review period is 45 <br />days. Written comments on the DEIR must be responded to in writing; the resulting document, <br />appropriately named "Response to Comments," becomes part of the Final EIR. <br /> <br /> When the public review period is concluded (or possibly before), the City may hold one or more public <br /> hearings on the ElK Comments presented at those hearings will also receive written responses in the <br /> Response to Comments. <br /> <br /> By statute, the lead agency is required to make the comments and responses document available to <br /> decisionmakers prior to action to approve a project. <br /> <br /> In addition to the public hearing (and other meetings if any) and the preparation of the Response to <br /> Comments, Task Group 4 includes the preparation of other CEQA related documents - a Mitigation <br /> Monitoring Plan, draft CEQA Findings, and (if needed) a draft Statement of Overriding Considerations. <br /> This group of documents must also be provided to the City Council in advance of their action on the <br /> project. <br /> <br /> Par 4 of this proposal provides an overview of Task Group 4 from a scheduling and budgeting <br /> perspective. <br /> <br /> Further comments on the activities involved in Task Group 4 are provided below. <br /> <br /> Bemal P~operO/ Proposal <br /> Phase ll SpecifJc Plan EIR Page 8 Mundie & Associates <br /> <br /> <br />
