Mundie & Associates is very familiar with the site. We prepared the CEQA documents on the potential <br />1995 annexation of the property to Pleasanton and on the Bernal Property Specific Plan (DEIR 1997, <br />FEIR 1999). These two documents have provided base environmental information throughout the site <br />planning process - a body of work which will enable the City to address its CEQA responsibilities as <br />economically as possible. <br /> <br />We would draw on this background in preparing the Phase II Specific Plan EIR and, where technical <br />updates are needed, would call upon the subconsultant team whose expertise has contributed to our <br />Pleasanton CEQA work in the past. <br /> <br />The work plan proposed for the Phase II Bemal Specific Plan area EIR will draw on the planning for <br />the site completed to date. <br /> <br />Sites and Uses <br /> <br />The planning effort that has shaped the Phase II Specific Plan targets the western 121 acres of the site for <br />open space, wails, and limited other public facilities and the eastem 29 acres primarily for conservation. <br />Planning for the central 168 acres has been the principal focus of a comprehensive community-based <br />study that considered both characteristics of the site and a "wish list" of potential uses: <br /> <br />Factors Influencing Location of Uses on the Site List of Potential Uses <br />Site factors Civic aris facilities, potentially <br />· views of, from, and through the site; lncludhg' <br />· existing/potential natural resource areas on the performance facilities: large amphitheater, rehearsal <br /> space <br /> site. . art classrooms and/or art gallery. <br /> Urban design context factors: Outdoo~ recreational uses, potentially <br /> creating a "grand park" including: <br /> the desire to emphasize positive site features (the · lighted and non-lighted sports fields; <br /> Knoll, arroyos, open space, etc.); · tennis courts; <br /> the desire to de-emphasize visual effects of other · neighborhood/special use park; t~ails. <br /> site features (including 1-680). <br /> :'actors assocmted' with uses.'
