Valley Avenue Extension <br /> <br />Valley Avenue was extended southerly from Bernal Avenue through the central parcel of the <br />Bernal Property and will ultimately connect to Case Avenue at Junipero Street. The portion of <br />Valley Avenue completed includes four landscaped roundabouts, landscaped medians, <br />sidewalk on the east side, public utilities, and two bus shelters. The bus shelters will be <br />privately maintained. The City Attorney has approved maintenance agreements for these <br />shelters. <br /> <br />The portion of Valley Avenue from the traffic roundabout at Laguna Creek Lane to Case <br />Avenue, which includes the Valley Avenue underpass for the Union Pacific Railroad, will <br />begin construction this year. A separate improvement agreement and improvement bonds <br />have been posted for this work (separate agenda item). <br /> <br />Storm Water Detention Basins And Bio-Swales <br /> <br />Dual-purpose water quality/detemion basins have been incorporated in the design of the storm <br />water runoff facilities for this project. In conformance with the Development Agreement for <br />this project, the detention ponds are located on the public parcels and will be maintained by <br />the City. One basin is located on the central parcel and the other basin is on the western <br />parcel. <br /> <br />The basins are intended to mitigate the impacts of urban non-point source pollution on <br />receiving waters, and to reduce peak storm water flow to or below pre-developmetu levels. <br />Another important design feature is the complete drying of the basins each year to preclude <br />the colonization of the basins by non-native bullfrogs, predators of the endangered native red- <br />legged frog. The basins were not intended in the original design to be wetland mitigation <br />features. All maintenance and monitoring activities will be by City staff. <br /> <br />Landscaping plans were approved for both basins, however, rather than install landscaping, <br />which may ultimately conflict with the Bernal Property Phase II Specific Plan, staff <br />recommended that the developer contribute the cost of the approved landscaping which would <br />be used for a plan consistent with the Specific Plan. The developer has submitted $100,000 <br />for future landscaping of the basins. <br /> <br />Along with the detention basins, bio-swales were also incorporated in the design for mitigation <br />of urban storm water nmoff. These grassy swales are designed to ~ter pollutants from <br />roadway storm water runoff before entering the detention basins. The developer has agreed to <br />a comprehensive maintenance plan to help establish the grassy swales. The swales are not <br />ready at this time; however, they should be ready next year for City acceptance. The <br />completion of these grassy swales will be bonded by the developer and included in the first <br />Amendment to the Off-Site Improvement Agreement.
