<br />Resolution No. PC-94-40 <br />Page 2 <br /> <br />process. The location of the facility is on a <br />portion of the property not immediately subject to <br />residential development. It also is located across <br />the main entry road and at some distance from <br />residences which might be constructed in the near <br />future on the northern portion of the site. The <br />continued use of this portion of the property for <br />horse-related activities is in accordance with the <br />historical use of the property and is a use not <br />unanticipated given the previous use of the site. <br /> <br />B. That the proposed location of the conditional uses <br />and the conditions under which they would be <br />operated or maintained will not be detrimental to <br />the pUblic health, safety, or welfare, or <br />materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />Residences: The enlarged residences will be <br />utilized in a manner identical to that in which <br />they now are used, except that both residences now <br />will have garages. Other than the potential <br />landslide/seismic safety hazard which has been <br />present for decades, the continued use of these <br />structures for residential purposes will not <br />endanger the public health and safety. <br /> <br />Horse Facility: The boarding and training facility <br />has been operating for approximately two years with <br />no complaints from adjacent property owners. <br />Future residents may experience some noise, dust, <br />odors, and flies typical of any "agricultural" use. <br />However, the location of the less pleasant aspects <br />of the operation are located far from existing <br />residences on-site and on Country Lane, and will <br />continue to be located as far as possible from new <br />residences on the north side of the property. Fly <br />control measures are practiced within the barn <br />areas, and pastures are raked and dragged on a <br />regular basis to prevent the accumulation of pest- <br />attracting material. Operation of the facility <br />includes frequent watering of the riding ring to <br />prevent dust. Lessons are given only during <br />daylight hours, so noise from such lessons would <br />not be detrimental to nearby residents. Clients <br />would arrive at and depart from the site generally <br />only during daylight hours and there would be no <br />"peak" traffic hours since lessons are scattered <br />throughout the day. <br /> <br />. <br /> <br />II <br />
