<br />Resolution No. PC-94-35 <br />Page 2 <br /> <br />significant structures in the Downtown; revitalize <br />the economic growth and health of and foster civic <br />pride in the Downtown; and stabilize and enhance <br />the value of property. <br /> <br />As proposed, the landscape maintenance business <br />would utilize the existing home as a residential <br />rental unit and would repaint it to match the <br />proposed new storage garage. The applicant is <br />proposing to improve the property by: removing an <br />existing structure in dangerous disrepair; removing <br />existing debris; repairing and replacing property <br />line fencing; re-Iandscaping certain areas; and <br />paving areas subject to vehicular travel. A new <br />3,000 square foot garage at the rear of the <br />property would house equipment and provide covered <br />parking for the residential tenant, where none now <br />is available. These improvements will enhance the <br />value of the property. <br /> <br />The location of a business on this currently under- <br />utilized lot would add to the economic vitality and <br />diversity of the Downtown. Other residential <br />structures along Spring Street have been converted <br />to office-type uses so this business, with its <br />office component, would not be unusual for the <br />area. <br /> <br />As proposed and conditioned, the use would be <br />compatible with adjacent office and residential <br />uses. Conditions of approval require mitigation of <br />any potential future nuisances which might be <br />caused by the proposed use. <br /> <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />If operated as described by the applicant, the <br />proposed landscape maintenance business would <br />complement, rather than detract from, the <br />surrounding businesses and residents. The hours of <br />operation of the business (7:00 AM - 5:00 PM) would <br />be similar to those of other office-type and <br />service uses on this street and in Downtown <br />Pleasanton. Employees would be able to park on- <br />site and out of view from the street. Clients of <br />the landscape maintenance operation generally would <br />not come to the office, so no increased demand for <br /> <br />I. <br /> <br />" <br />
