The fact that the residential use of the house will continue will serve to de- emphasize the landscape operation as perceived by the public and to control any potentially undesirable activities. The applicant has indicated, that no vehicle maintenance and equipment repair would occur on the site. Leaf blowers and lawn mowers would not be in operation prior to 8: 00 AM, and no landscaping supplies (sod, bark, gravel, etc.), would be stored on-site. The proposed operations statement and conditions of approval would ensure that the business is operated so as not to be a nuisance or be otherwise detrimental to the public, and surrounding properties and businesses. C. That the proposed conditional use will comply with each of the applicable provisions of this chapter. The Planning Commission and City Council determined that a landscape maintenance business, operated as proposed (no on-site storage of landscape materials, and no outdoor storage of equipment), would be similar to "janitorial services and supplies" a use conditionally permitted in the Central Commercial zoning district. In addition, the proposed use complies with all relevant sections of the zoning ordinance for parking, access, setbacks, etc. Granting a conditional use permit to the applicant would be consistent with the City's ability to regulate zoning as listed in the Municipal Code Chapter 18.124. WHEREAS, projects of this nature are categorically exempt from the requirements of the California Environmental Quality Act (CEQA); and WHEREAS, the Planning Commission determined that the proposed landscape maintenance business, as designed and conditioned, is appropriate for the site and for the Central Commercial district in which it is located.
