minimize these impacts so that the Program accurately reflects CIP projects. The introduction to <br />the CIP, which highlights revenue and expenditure estimates and projects, is attached to this <br />report as Attachment A. <br /> <br />DISCUSSION <br /> <br />Upon adoption of the CIP, the first two years of the program will be funded and adoption <br />authorizes staff to begin work on these projects. However, staff does not expect to begin <br />incurring any significant costs on new projects funded in the second year of the program until <br />after the completion of the mid-term review scheduled for June 2006. <br /> <br />While it is necessary to have the CIP authorize work on the funded projects, based on City <br />Council comments at its June 8 workshop, funding for new (non-maintenance) major parks and <br />miscellaneous projects or projects that are not fully funded in CIP, will not commence without <br />additional Council review. As a result, staff intends to forward these projects to the Council for <br />separate funding authorization prior to soliciting major project bids. However, because the City <br />departments, particularly the Public Works department, use the CIP as an essential part of their <br />annual work plan, staff will pursue the remaining CIP projects as if they are fully authorized. <br />Consistent with the recently approved purchasing manual, construction projects in excess of <br />$100,000 will be forwarded to the Council for contract approval prior to beginning this amount <br />of work. Projects less than this amount will be approved by the City Manager consistent with <br />City policy. <br /> <br />POTENTIAL CIP AMENDMENTS <br /> <br />At the June 8 workshop, the public and the Council raised a number of issues that warrant <br />addressing at this time. A summary of these issue and responses is as follows: <br /> <br />· Purchase the Evangelical Free Church Property Located on Happy Valley Trails <br /> Drive <br />Staff Comment: Staff has not previously investigated the purchase of this property. If <br />directed by Council, this purchase could be reviewed. However, staff is not recommending <br />that the property be purchased at this time. Because the General Plan process will identify <br />selected acreage for open space facilities through build-out, it is appropriate that open space <br />opportunities be identified as part of that process. <br /> <br />· Alviso Adobe Community Park Construction <br />Staff Comment: This item is tentatively scheduled to be reviewed by the Parks and Recreation <br />Commission at its August meeting and will be forwarded to the Council shortly thereafter. The <br />Commission will review a number of options including reducing the scope of the project, <br />phasing park construction, and transferring funding from existing CIP park projects to cover <br />costs in excess of the existing project reserve. <br /> <br />SR:05:168 <br />Page 2 <br /> <br /> <br />
