The City bid the District Maintenance project in April 2001, and three (3) bids were received.
The low responsive bidder was Sycamore Landscaping Corporation of Walnut Creek, with a
bid of $9,480 for the annual maintenance of the District. Maintenance of this District over the
course of the past year has not met staff's expectations, and so the City has chosen to re-bid
the maintenance contract for this District. Maintenance specifications are currently out to bid,
and a formal bid opening for the maintenance contract will be held on June 21, 2005. Due to
the relatively small monetary amount of this contract, it is anticipated that the City Manager
will make the award of contract. The change of maintenance contractor and cost of annual
maintenance will not affect the annual assessment.

Landscape and Lighting District 1994-1, Oak Tree Farm

Maintenance in this District includes the open space areas, entry features, firebreaks, trees,
shrubbery, groundcover and irrigation systems. The assessment for the year for District 1994-
1 (Oak Tree Farm) will remain at $473.66 per parcel per year. With a total of 42 parcels in
the District (one of these is a city-owned parcel, a sewer lift station), this year's total
assessment will be $19,894. This amount will be sufficient to fund the maintenance of all
common areas including water and electrical costs, County assessment fees, City
administration fees and sets aside in a replacement fund sufficient reserves for the long-term
replacement of plantings, irrigation systems, fencing, entry signage and other District
improvements.

The City bid the District Maintenance project in April 2001, and three (3) bids were received.
The low responsive bidder was Sycamore Landscaping Corporation of Walnut Creek, with a
bid of $5,484 for the annual maintenance of the District.
