replacement fund sufficient reserves for the long-term replacement of plantings, irrigation <br /> systems, fencing, and other District improvements. <br /> <br /> The City bid the District Maintenance project in April 2001, and three (3) bids were received. <br /> The low responsive bidder was Coast Landscape Management Inc. of Vallejo, with a bid of <br /> $19,905.96 for the annual maintenance of the District. To date, the contractor has performed <br /> all of the specified maintenance work in a satisfactory manner. The City has chosen to extend <br /> the contract for an additional year as provided under their contract. The contract amount will <br /> be increased by 3 % in accordance with the Construction Cost Index; however, this increase <br /> will not affect the annual assessments. <br /> <br /> FISCAL IMPACT <br /> <br /> There will be a small fiscal impact to the City as a result of Proposition 218. As the City <br /> determined that the nearly mile-long landscape strip that is located along the eastern bank of the <br /> Arroyo de la Laguna in the Ponderosa Homes subdivision is of "general benefit", the City will <br /> pay approximately $9,703 for its maintenance including routine maintenance, water, electrical <br /> and a reserve for repairs. In addition, the City will pay approximately $17 for the parcel in L <br /> & L District 1984-1, $253 for the parcel in L & L District 1993-2, $466 for the parcel in L & <br /> L District 1994-1, and $1,121 for the two parcels in L & L District 1995-1. Staff recommends <br /> that $10,746.00, which includes the Arroyo de la Laguna, the park parcel in L & L District <br /> 1984-1, the sewer lift station parcel in L & L District 1994-1, and the staging area in L & L <br /> District 1995-1, be appropriated from the General Fund; and that the amount of $814.00 for <br /> the water tank in L & L District 1993-2 and the water tank in L & L District 1995-1 be <br /> appropriated from the Water Enterprise Operating Fund. It is staff's intention to continue <br /> administering contracts with private contractors for the maintenance of these districts; the <br /> portion of the assessment for the City-owned parcels will be added to the specific L & L <br /> District fund. <br /> <br /> There is minimal fiscal impact to the City relating to the administration of the Districts. As <br /> part of the assessment, the City collects an annual fee to administer the districts as well as the <br /> maintenance contracts.
