<br />The location of the house in which the recording <br />room will operate is in a PUD-MDR zone, which is a <br />residential zone similar to the R-1 zone. Song <br />writing is an occupation which traditionally has <br />been conducted within a residence, particularly <br />when the service is provided on a small scale (i.e. <br />one composer and three singers, one piano and a <br />guitarl. As proposed and conditioned, the use will <br />not generate excessive traffic, parking demand or <br />noise. Therefore, the lessons would be conducted <br />in accordance with Chapter 18.104, and so would <br />meet the objectives of the Zoning Ordinance. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The recording room will be located in a single- <br />family home. This area is improved completely and <br />is within a cul-de-sac and, therefore, there will <br />be no through traffic or excessive traffic. There <br />will be no more than four musicians at a time and <br />they would not increase the demand for parking. <br />The music composition and the song recording will <br />not be detrimental to public health, safety or <br />welfare. Although additional noise will be created <br />by the group of four musicians practicing, the <br />sound is not amplified. It is also directed away <br />from the neighboring properties and the primary <br />living areas of adjacent residents. No changes <br />will be made to the exterior of the structure, and <br />no part of the use will be conducted out of doors. <br /> <br />C. The proposed conditional use will comply with each <br />of the applicable provisions of this chapter. <br /> <br />The home occupation is required to comply with the <br />condi tions stipulated in Chapter 18.104.030. As <br />with any use permit, the permit can be suspended or <br />revoked if the conditions are not met. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act; <br />and <br /> <br />WHEREAS, the proposed conditional use, as conditioned, is <br />appropriate for this site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />
