In addition, the detached garage is <br />existing and the applicant has only proposed to <br />slightly modify its exterior, which currently <br />matches the design and colors of the existing <br />house. <br /> <br />Sewer/Water/Service Impacts <br /> <br />Single family dwellings located within the City are <br />charged a sewer connection fee based on average <br />daily sewer/water flow of 220 gallons per day. <br />Secondary units are calculated at a slightly lower <br />average of 190 gallons per day. <br /> <br />The sewer connection exists and staff feels there <br />will be little impact on the existing sewer and <br />utility system if the proposed second unit is <br />added. However, if establishing second units in <br />this area becomes a trend, more restrictive <br />limitations should be taken. <br /> <br />According to the Fire Department, separate, <br />consecutive numerical addresses for both houses <br />should be visible from the street to indicate that <br />two units exist on the parcel. <br /> <br />The applicant has taken adequate steps to provide a <br />second unit that will ensure that the public <br />health, safety, and welfare will be protected. <br /> <br />c. The proposed conditional use will comply with each <br />of the applicable provisions of this chapter. <br /> <br />As previously indicated, the proposed second unit <br />is located within the existing detached garage. <br />The second unit and detached garage have been <br />designed to comply with all applicable development <br />standards. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act; <br />and <br /> <br />WHEREAS, the proposed construction of a second unit, as <br />conditioned, is appropriate for the site. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />
