The proposed location of the conditional use and <br />the conditions under which it woul.d be operated or <br />maintained wil.l. not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The following issues should be considered within <br />the scope of the pUblic health, safety and welfare: <br /> <br />a. Additional traffic generation <br />b. Increased parking demand <br />c. Setbackslarchitectural integration <br />d. Increased sewer and water demands <br /> <br />Traffic <br /> <br />An increase in density of living units generates <br />more automobile trips per day in the neighborhood. <br />However, in this case, staff feels that the <br />addition of the second unit will involve two <br />additional residents, resulting in an <br />inconsequential increase in traffic in the area. <br />Both Sea Eagle Court and the adjoining streets <br />(Shearwater Road, Greenwood Road, and Tanager <br />Drive) have ample capacity for the approximately <br />4-6 tripslday which can be expected to be generated <br />by this new unit. <br /> <br />Parkinq <br /> <br />Secondary units increase the parking demand in a <br />neighborhood to fulfill the needs of the additional <br />occupants and any visitors they may have. In this <br />case, an existing two car garage is located at the <br />end of an approximately 27' long driveway. An <br />additional driveway has been constructed from the <br />property frontage to the existing detached garage. <br />The detached garage will provide up to two <br />off-street parking spaces for the second unit <br />(please see the attached site plan) . <br /> <br />The Municipal Code does not address parking for <br />second units. Staff feels that it is important to <br />provide an additional off-street parking space for <br />the second unit, which the applicant has agreed to <br />provide. <br /> <br />Setbacks/Architecture <br /> <br />The subject parcel is approximately 13,000 sq. ft. <br />in area, and the secondary unit will be setback at <br />least 5 1/2 feet from the western side property <br />line, 46 feet from the eastern side property line, <br />34 1/2 feet from the rear property line, and 122 <br />
