Proposal to Extend Bernal Planning Contract (CM- <br />04-127) <br /> <br />Dear Jerry: <br /> <br />Work on the various planning aspects of the Bemal Property has progressed at a <br />continuous pace during recent months. The primary planning matters in which <br />Rasmussen Planning, Inc. (RPI) has been involved have included: (1) coordination of the <br />Draft Phase II Specific Plan update process, (2) processing the Phase One Community <br />Park PUD plans and preparation of the project's Negative Declaration, and (3) <br />coordination of the start-up process for the Specific Plan/Community Park Master Plan <br />combined EIR. <br /> <br />This work has generally remained on schedule. One change to our most recent work <br />scope did arise, however, at the May 12, 2005 Council study session that involved the <br />addition cfa new site plan option for the Specific Plan and Community Park areas. This <br />option calls for the Cultural Arts Center to be located in the northeast comer of the Bemal <br />Property and the Teen Center to be placed near the center of the Community Park. These <br />changes have in turn had rippling design implications throughout the remainder of the <br />east side planning area. <br /> <br />Since the on-going General Plan update process has required full attention of the <br />Planning staff, additional time on my part has been needed to provide for much of the <br />planning effort pertaining to the Bemal Property. Also, greater involvement in the Phase <br />One Park PUD consultant coordination process, staff reporting and attendance at the <br />upcoming Planning Commission and Council hearings now appear to be needed. Due to <br />the extent of my participation in the above planning efforts, my originally anticipated <br />involvement has exceeded the 12 hours per week called for in my most recent contract <br />with the City.
