(August). Assuming that no additional support from the Planning staff (other than <br />limited clerical assistance) will become available, and no significant changes in the <br />current planning process arise, I would like to propose my continued participation in the <br />Bemal planning process as follows: <br /> <br />Task 1: Draft Phase II Specific Plan Update - The end result of this task would <br />be for RPI to deliver the Draft Phase II Specific Plan update document acceptable <br />to the Council. It will then be ready for subsequent review through the public <br />hearing process by City staff along with the EIR and Bemal Community Park <br />Master Plan in the fall of this year. RPI involvement in Task 1 is proposed to <br />include general coordination of staff and consultants (12 hours); involvement in <br />the development of the new Option 1 plan (8 hours); preparation of major staff <br />reports for the June 21 Council meeting and the final July or August Council <br />meeting (40 hours); preparation for and attendance at the two above Council <br />meetings (15 hours); work with City staff and MDF to update the Draft Phase II <br />Specific based upon direction provided by the Council on June 21 (75 hours); <br />incorporate final changes to the Draft Specific Plan document based upon <br />comments that may be raised by the Council at its July or August meeting (10 <br />hours). The total hours estimated to complete Task 1 is 160 hours. <br /> <br />Task 2: Phase One Community Park PUD Plan - The end result of this task <br />would be Council approval of the recently submitted PUD development plan <br />application. RPI involvement in this effort is proposed to be expanded to include: <br />completion of the Phase One negative declaration (5 hours); City staff review <br />coordination (8 hours); preparation of the Planning Commission and Council <br />meeting staffreports ( 20 hours); preparation for and participation in the Planning <br />Commission and Council meetings ( 10 hours). The total hours estimated for <br />Task 2 is 43 hours. <br /> <br />Task 3: Environmental Impact Report - RPI involvement is the EIR process <br />would continue to the date that the Phase II Specific Plan update document is <br />accepted by the Council (August). Work would include coordination of Mundie <br />& Associates contract proposal content with City staff (4 hours); preparation of <br />the Council staff report for the Mundie contract (4 hours); service as t.he City staff <br />coordinator of the EIR process until the Council accepts the Draft Specific Plan <br />update document in August (30 hours). The total estimated time for Task 3 is 38 <br />hours. <br /> <br />The total amount of time estimated for the above three tasks is 241 hours. At my present <br />billing rate of $130 per hour, this represents a total proposed fee of $31,330. Any <br />additional public meeting attendance, staff report writing, project coordination studies, <br />plan option developments, etc., beyond those anticipated above would be billed to the <br />City by RPI on a time and materials basis at the above billing rate, subject to prior <br />approval by the Planning Director and the City Manager. <br /> <br />2 <br /> <br /> <br />
