Assuming that no additional support from the Planning staff (other than limited clerical assistance) will become available, and no significant changes in the current planning process arise, I would like to propose my continued participation in the Bemal planning process as follows: Task 1: Draft Phase II Specific Plan Update - The end result of this task would be for RPI to deliver the Draft Phase II Specific Plan update document acceptable to the Council. It will then be ready for subsequent review through the public hearing process by City staff along with the EIR and Bemal Community Park Master Plan in the fall of this year. RPI involvement in Task 1 is proposed to include general coordination of staff and consultants (12 hours); involvement in the development of the new Option 1 plan (8 hours); preparation of major staff reports for the June 21 Council meeting and the final July or August Council meeting (40 hours); preparation for and attendance at the two above Council meetings (15 hours); work with City staff and MDF to update the Draft Phase II Specific based upon direction provided by the Council on June 21 (75 hours); incorporate final changes to the Draft Specific Plan document based upon comments that may be raised by the Council at its July or August meeting (10 hours). The total hours estimated to complete Task 1 is 160 hours. Task 2: Phase One Community Park PUD Plan - The end result of this task would be Council approval of the recently submitted PUD development plan application. RPI involvement in this effort is proposed to be expanded to include: completion of the Phase One negative declaration (5 hours); City staff review coordination (8 hours); preparation of the Planning Commission and Council meeting staffreports ( 20 hours); preparation for and participation in the Planning Commission and Council meetings ( 10 hours). The total hours estimated for Task 2 is 43 hours. Task 3: Environmental Impact Report - RPI involvement is the EIR process would continue to the date that the Phase II Specific Plan update document is accepted by the Council (August). Work would include coordination of Mundie & Associates contract proposal content with City staff (4 hours); preparation of the Council staff report for the Mundie contract (4 hours); service as t.he City staff coordinator of the EIR process until the Council accepts the Draft Specific Plan update document in August (30 hours). The total estimated time for Task 3 is 38 hours. The total amount of time estimated for the above three tasks is 241 hours. At my present billing rate of $130 per hour, this represents a total proposed fee of $31,330. Any additional public meeting attendance, staff report writing, project coordination studies, plan option developments, etc., beyond those anticipated above would be billed to the City by RPI on a time and materials basis at the above billing rate, subject to prior approval by the Planning Director and the City Manager. 2
