Staff deleted the section that permits a dog to be at large while hunting. This section was <br />applicable years ago when bird hunting was common in Pleasanton. Because hunting with <br />firearms is now prohibited in Pleasanton, the section is not necessary. Staff recommends, <br />however, that the section permitting dogs off leash to herd be retained because livestock is still <br />herded on the Pleasanton Ridge. <br /> <br />The proposed ordinance deletes the term "area" because the term "City" has been inserted in its <br />place. The term "person" was deleted because it is a term whose common definition is <br />sufficient for purposes of the Code. The term "wild animal" was deleted because it is not <br />included in the current Code or in the proposed revisions. The proposed ordinance includes <br />additional modifying terms to the definition of "owner". The revision to the term "owner" <br />simplifies the Code in other chapters (e.g. {}7.08.010) by deleting redundant terms. <br /> <br />Chapter 7.08 - Animal Nuisances <br /> <br />The proposed ordinance deletes {}7.08.020 because this provision is already included in <br />§1.12.010. <br /> <br />Chapter 7.12 - Dog Licenses <br /> <br />The proposed ordinance simplifies the chapter to require, with exceptions provided, owners of <br />dogs over 4 months old to have dog license tags for their dogs. The section concerning the term <br />of the dog license has been revised to reflect current practices. <br /> <br />Chapter 7.16 - Dogs at Large <br /> <br />See discussion above regarding the definition of "dogs at large" in Chapter 7.04. The proposed <br />ordinance also now references exemptions in Section 13.08.080 (Parks and Recreation <br />Facilities). Staff is recommending that specific regulations concerning dogs in parks and <br />recreation facilities be included in Chapter 13.08 in order to keep them in one location, but a <br />reference to this chapter be made in Chapter 7.16 for easy cross- referencing. <br /> <br />Chapter 7.24 - Impounding of Animals <br /> <br />The proposed ordinance simplifies this chapter in light of the suggested revisions to Chapter <br />7.04 relating to the definitions of "at large" and "Chief of Police", as well as current practices of <br />the Police Department. The proposed ordinance also revises {}7.24.030 to reflect current <br />practices regarding providing notice to animal owners when their animals have been impounded. <br />The Police Department provides notice to owners as soon as they are able using the information <br />available. Animal Services will telephone, deliver a written notification or personally call upon <br />an owner when the owner's animal has been impounded.
