<br />zone. piano lessons are a use which traditionally <br />has been conducted within a residence, particularly <br />when such a service is provided on such a small <br />scale (ie, one piano, one student at a time). As <br />proposed, the use would not generate excessive <br />traffic, parking demand, or noise. Therefore, the <br />lessons would be conducted in accordance with <br />Chapter 18.104, and so would meet the objectives of <br />the zoning ordinance. <br /> <br />B. The proposed location of the conditional use and <br />the conditions under which it would be operated or <br />maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The use would be located in a single-family home. <br />The area is improved completely with streets and <br />sidewalks, which is advantageous for students who <br />would be walking or riding a bicycle to lessons. <br />These improvements provide a measure of safety for <br />the students, and creates less potential for <br />interference with other vehicles on the streets. <br />For students, the location of the home on a cul-de- <br />sac street means there will be less through- and <br />cross-traffic to create safety hazards for them. <br /> <br />The piano lessons will not be detrimental to the <br />public health, safety or welfare. Although <br />additional noise may be created by the piano <br />lessons themselves, the hours of the use are such <br />that it would not interfere with the quiet morning <br />and evening hours normally associated with <br />residential districts. Additionally, the piano is <br />located toward the front of the house, away from <br />the sleeping quarters and primary living areas of <br />adjacent residents. <br /> <br />No changes will be made to the exterior of the <br />structure, and no part of the use will be conducted <br />out of doors. <br /> <br />C. The proposed conditional use will comply with each <br />of the applicable provisions of this chapter. <br /> <br />The home occupation is required to comply with the <br />conditions stipulated in Chapter 18.104.030. <br />Additionally, staff has recommended, and the <br />commission may add, other conditions for the <br />operation of the home occupation which further <br />ensure compliance with the zoning ordinance and its <br /> <br />Resolution No. PC-91-64 <br />September 11, 1991 <br />
