<br />Resolution No. PC-93-71 <br />Page 7 <br /> <br />13. All landscaping and irrigation shall be subject to the <br />City's "Water Efficient Landscape and Irrigation System <br />Design" ordinance if adopted prior to the issuance of <br />building permits. Should the ordinance not be adopted, the <br />landscaping and irrigation for the site shall adhere to the <br />State Landscape Water Conservation Ordinance. <br /> <br />g..... Elevations <br /> <br />14. Prior to the issuance of building permits, the elevations <br />shall be modified to reflect the following: <br /> <br />a. The arcade shall be "wrapped" around the front corner <br />of the building to connect with the arcade located on the <br />left (Owens Drive side) of the building. The landscape <br />planter located at this corner may be eliminated to achieve <br />this effect. A similar "wrap" treatment shall be design at <br />the southwest (left rear) corner of the building, where the <br />arcade shall wrap around the corner and extend for at least <br />two arcade lengths along the back of the building. <br />Landscaping shall be adjusted accordingly, but no trees or <br />shrubs may be eliminated. <br /> <br />b. The cornice treatment used on the building shall be <br />utilized on the arcade wall. Minor adjustments made be made <br />to accommodate for scale, although the arcade cornice shall <br />be of an identical color to the building cornice and shall <br />contrast with the stucco arcade finish. <br /> <br />c. The downspout at the rear of the building shall be <br />relocated to the interior of the wall, and shall be <br />constructed according to UBC requirements. Downspout <br />scuppers on the outside of the wall shall be used to <br />transport roof run-off to drain pipes on the interior of the <br />building. These scuppers may be painted to match the <br />building color. <br /> <br />d. The metal flashing at the top of the parapet wall shall <br />be integrated into the construction of the cornice and wall <br />element so that it is concealed from view. If it becomes <br />infeasible to accomplish this and provide the necessary <br />water protection for the building construction, the metal <br />flashing shall be painted to match the cornice. <br /> <br />15. The colors of the building(s) shall be submitted to and <br />approved by the Planning Director prior to the issuance of a <br />building permit. Colors shall be consistent with the <br />approved colors. All colors and materials for all portions <br />of the building and appurtenances shall be stated on the <br />plans submitted for issuance of building permits. The <br />garden center fencing, garden center metal awning, all <br />shopping cart corrals, handrails, trash containers, <br />downspout scuppers, etc. shall be painted to match the <br />building or painted in the blue or green accent color used <br />on the building.
