<br />Resolution No. PC-93-71 <br />Page 4 <br /> <br />e. The in-bound right turn curb-return radius at the Owens <br />Drive entry shall be increased to 40'. <br /> <br />f. Access to Parcel B shall be permitted no closer than <br />70' from the back of the curb-return of the Owens Drive <br />entrance. <br /> <br />g. The parking spaces at the front of the building shall <br />be eliminated. The applicant may, with approval from the <br />City Engineer and Planning Director, redesign this area to <br />accept a purchased goods loading area with parallel parking. <br />Should the applicant desire this option, the area shall be <br />ramped from the sidewalk to the loading area. The loading <br />area shall be differentiated from the drive aisle through <br />the use of textured or integrally-colored pavement. The <br />area shall be designated for "Customer Loading Only". <br /> <br />Should the applicant prefer not to use this option, the area <br />shall be redesigned with landscaped islands and a minimum of <br />5 tree wells with accent trees of at least a 15 gallon size. <br /> <br />4. At such time as warranted by the City's Traffic Engineer <br />(based upon existing or future traffic volumes, turning <br />movements, vehicle speeds, accident reports, etc.), the <br />Owens Drive median break shall be closed to east-bound left- <br />turn movements. No signalization of this left-turn lane <br />shall be permitted now or in the future. The median shall <br />be repaired and re-Iandscaped as required by the city <br />Engineer and Planning Director, and the traffic directional <br />median island in the driveway shall be modified to reflect <br />the permitted right turns into and out of the entrance. The <br />primary access to the site will be the signalized Rosewood <br />Drive entrance. Wal-Mart shall pay its pro-rata share of <br />the above modifications. <br /> <br />5. Delivery trucks and other service vehicles shall be limited <br />to the use of the Rosewood Drive entry. If, at some future <br />time, the site development includes a separate truck access <br />driveway, Wal-Mart shall attempt to reach an agreement to be <br />permitted use of that driveway for permanent service access. <br /> <br />6. Prior to the issuance of building permits, off-site <br />improvement plans shall be subject to the review and <br />approval of the city Engineer and shall reflect the <br />following: <br /> <br />a. Precise design of the Owens Drive median islands and <br />striping shall be subject to the approval of the City <br />Engineer. <br /> <br />b. The Rosewood Drive signal shall be modified to provide <br />controls for the new leg of the Rosewood Drive intersection, <br />per the city Engineer. <br /> <br />- <br />
