The design of the subdivision and proposed <br />improvements will not cause substantial <br />environmental damage or sUbstantially and avoidably <br />injure fish or wildlife or their habitat. <br /> <br />The site is located within an urban area and is <br />improved already with several residences and <br />accessory structures. A Negative Declaration of <br />environmental impact was prepared for this project <br />when previously approved as an eleven unit multi- <br />family development. No flora or fauna exist on <br />this property which would be endangered by the <br />subdivision. Excess storm water run-off will be <br />directed into downspouts, catch basins, and storm <br />drains installed as part of the public <br />infrastructure improvements required with project <br />approval. <br /> <br />4. The design of the subdivision is not likely to <br />cause serious public health problems. <br /> <br />The proposed development is consistent with <br />proposed and existing developments in the vicinity. <br />All utilities and services will be designed to city <br />standards to ensure the public health and safety. <br />The applicant is required to install a storm drain <br />line to accept surface run-off from this property. <br /> <br />5. The design of the subdivision or its related <br />improvements will not conflict with easements, <br />acquired by the public at large, for access through <br />or use of property within the proposed subdivision. <br /> <br />There are no public easements on this property <br />which allow through-access or use of the property <br />by the public at large. The City is requiring <br />dedication of some property to widen both First <br />street and Kottinger Drive. Exclusive use <br />easements are provided to individual lot owners for <br />private open space areas.
