<br />PLANNING COMMISSION CITY OF PLEASAHTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-91-S0 <br /> <br />RESOLUTION APPROVING TRACT 6413, THE APPLICATION OF ZAVEN <br />SHAHBAZIAN FOR SUBDIVISION <br /> <br />WHEREAS, Zaven Shahbazian has applied for a one-lot subdivision on <br />an approximately 0.61 acre site to create 10 residential <br />condominium units plus common open space for property <br />located at 4262 First street; and <br /> <br />WHEREAS, zoning for the property is R-M 2,500 (Multi-family <br />residential/minimum 2500 sq. ft. per unit) District; and <br /> <br />WHEREAS, at their duly noticed public hearing of July 10, 1991, <br />the Planning Commission considered all public testimony, <br />relevant exhibits and recommendations of the City staff <br />concerning this application; and <br /> <br />WHEREAS, a Negative Declaration of Environmental Impact was <br />prepared for this project prior to its rev~ew and <br />approval by the Design Review Board in September of 1990. <br />At that time, the Board determined that the project would <br />not have any potentially significant adverse impacts on <br />the environment; and <br /> <br />WHEREAS, the Planning commission made the following findings: <br /> <br />1. The proposed map is consistent with the General <br />Plan. <br /> <br />The proposed subdivision, with density of 15 units <br />per acres, is consistent with the "High Density <br />Residential" General Plan land use designation of <br />the site. The proposed map is consistent overall <br />with the approved plan (Z-89-762), which was <br />consistent with other General Plan policies and <br />programs when it was approved in September 1990. <br /> <br />2. The site is physically suitable for this type of <br />development and density. <br /> <br />The site is primarily flat, with little variation <br />in topography. There are not natural water courses <br />or woodlands which make this site unsuitable for <br />this type of development. The site is large enough <br />to accommodate the ten, two-story units with the <br />required parking, common and private open space. A <br />variance was granted for a reduction in a street <br />setback, due to the City's requirement for <br />
