<br />Although an increase in the density of living units <br />can generate more trips per day in the <br />neighborhood, the addition of a second unit will <br />not have a noticeable effect on the volume of <br />traffic in the immediate vicinity. Vineyard Avenue <br />is a secondary arterial street which has the <br />capacity to accommodate additional vehicle trips <br />generated by the second unit. Also, the General <br />Plan designation for properties along Vineyard <br />Avenue in the vicinity is Medium Density <br />Residential, so Vineyard Avenue is scheduled to <br />accommodate the traffic volumes generated by multi- <br />family uses. <br /> <br />Sewer/Water/Service ImDacts <br /> <br />Single-family dwellings are charged a sewer <br />connection fee based on an average daily <br />sewer/water flow of 220 gallons. Connection fees <br />for secondary units are calculated at a slightly <br />lower rate of 190 gallons per day. There will be <br />little impact on the existing sewer and water <br />systems if the proposed second unit is added. <br /> <br />There are no storm drain lines in this area of <br />Vineyard Avenue. Adjacent properties utilize <br />private lines to drain storm water run-off through <br />the rear of the property and downhill to the Arroyo <br />Del Valle to the north. The applicant has attempted <br />to make contact with the property owner immediately <br />to the north to try to tie into that property's <br />storm drain system through a drainage easement. If <br />the adjacent property-owner does not agree to an <br />easement, the applicant will use a sump pump to <br />direct water through curb drains to the street. The <br />City'S Engineering Department concurs with either <br />solution. <br /> <br />According to the Fire Department, separate <br />numerical addresses for both dwellings should be <br />visible from the street. City staff will ensure <br />proper addressing at the building permit stage. <br /> <br />c. That the proposed conditional use will comply with <br />all applicable provisions of the Municipal Code. <br /> <br />This finding can be made if the project is revised <br />per the Design Review Board's and staff's recom- <br />mendations, and approved subject to the proposed <br />conditions of approval of the use permit (UP-91-11) <br />and the design review application (Z-91-59).
