<br />of the second floor deck for the second unit. <br />Sufficient off-street parking is provided, which is <br />another objective of the RM district. The proposed <br />dwelling and second unit are not of an excessive <br />size in relation to the area of the lot. <br /> <br />The location of this second unit on a lot <br />surrounded by mUlti-family uses is appropriate and <br />would not detract from the residential character of <br />the neighborhood, nor would it adversely impact <br />residential densities in the area. <br /> <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />The following issues should be considered within <br />the scope of the public health, safety and welfare: <br /> <br />a) Parking and traffic <br />b) Increased sewer, water and other service <br />demands <br /> <br />Parkinq and Traffic <br /> <br />A second unit will increase the demand for parking <br />in the neighborhood to fulfill the needs of the <br />additional occupant (s) and any visitors they may <br />have. The applicant has provided one covered off- <br />street parking space for the second unit, in <br />addition to the two-car garage for the primary <br />residence. For previous second-unit applications, <br />the City has required one off-street parking space, <br />and hence, it has become an unofficial standard. <br />While no parking is allowed on Vineyard Avenue <br />directly in front of the proposed residence, on- <br />street parking on the other side Vineyard Avenue is <br />available in the vicinity of the site if a need <br />arises for additional visitor parking. However, the <br />additional parking space is sufficient for the <br />needs of the proposed unit, and there is enough <br />paved area on-site to accommodate a visitor. <br /> <br />However, because there is no on-street parking <br />immediately in front of the site, a condition of <br />approval limiting the occupancy of the unit to two <br />adults, has been added.
